Sawyer Street, Shawano, WI CALL MEETING TO ORDER WITH MOMENT OF SILENT PRAYER OR MEDITATION • Chairperson Tony Zielinski called the Police & Fire Commission meeting to order on Tuesday, November 19, 2024 at 1:00 PM at Shawano City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Roll Call showed members present: President Tony Zielinski, Vice-President Marvin D. Erdman, Secretary Stacey Cicero, Members Ronald Bystol, and Dan Mauel (by zoom). • Also present: Police Chief Brad Rabideau, Captain Shane Stange, Lieutenant Mike Musolff, and City Administrator Eddie Sheppard. COMPLIANCE WITH OPEN MEETING LAW • Cicero reported the agenda was faxed or emailed to Shawano Leader, WTCH, Market Messenger, Public Library, and Premier Community Bank. It was posted at Shawano City Hall and the City's website. APPROVAL OF PROPOSED AGENDA • Motion by Erdman to approve the proposed agenda, seconded by Bystol. Motion carried by Voice Vote. APPROVAL OF THE OCTOBER 24, 2024 MINUTES • Motion by Erdman to approve the October 24, 2024 Police & Fire Commission minutes, seconded by Bystol. Motion carried by Voice Vote. GO INTO CLOSED SESSION UNDER WISCONSIN STATUTES SECTION 19.85(1)(c) CONSIDERING EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE UNDER THE COMMISSION'S JURISDICTION (Lieutenant and Police Officer positions) • Motion by Cicero to go into Closed Session per Wisconsin Statutes Section 19.85(1)(c) considering employment, promotion, compensation, or performance evaluation data of any public employee under the Commission's jurisdiction, and invite Chief Rabideau, Captain Stange, Lieutenant Musolff, and Administrator Sheppard into the meeting, seconded by Bystol. Roll Call Vote "Ayes" Cicero, Bystol, Erdman, Mauel and Zielinski. "Nays" None. Motion carried. RETURN TO OPEN SESSION PER WISCONSIN STATUTES SECTION 19.85(2) • Motion by Erdman to return to Open Session, seconded by Bystol. Motion carried by Voice Vote. ACT ON ANY MATTERS DISCUSSED IN CLOSED SESSION, IF APPROPRIATE • Motion by Erdman to promote Dan Conradt to Lieutenant for the Shawano Police Department effective date to be determined by the City, seconded by Bystol. Motion carried by Voice Vote. • Motion by Cicero to create an unranked eligibility list of the candidates discussed in Closed Session and to allow the Police Chief to fill the vacant officer position from the new eligibility list, seconded by Mauel.
