Page 2 of 4  March 20, 2024 Shawano, Wisconsin CALL TO ORDER • Chairperson John Hoeffs called the Senior Citizen Commission meeting to order on Wednesday March 20, 2024 at 9:00 AM at Shawano City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Members Present: Alderman John Hoeffs, Joan Porter-Preim, Lois Flaig, and Bonnie Wolf. • Absent: Lynnae Zahringer, Dennis Zdiarstek and Mayor Bruce Milavitz. • Also Present: Roger Olson, Jeff Theis from Shawano County Housing, and Leah Pierquet Deputy Clerk. COMPLIANCE WITH OPEN MEETING LAW • Chairperson Hoeffs stated that we were in compliance with the open meeting law. APPROVAL OF AGENDA AND/OR OTHER MATTERS AUTHORIZED BY LAW • Motion by Wolf to approve the proposed agenda, seconded by Porter-Priem. Motion carried by voice vote 4-0. APPROVAL OF SENIOR CITIZEN COMMISSION MINUTES OF FEBRUARY 21, 2024 • Motion by Porter-Priem to approve the proposed minutes seconded by Wolf. Motion carried by voice vote 4-0. PRESENTATION FROM JEFF THEIS SHAWANO COUNTY HOUSING AUTHORITY • Jeff Theis has been the Executive Director of Shawano County Housing since 2019, before that Jeff was with Arrowcast for 20 years. Shawano Housing has multiple 2-5 bedroom houses across the county, as well as many apartment units. Some of the amenities the apartment buildings offer residents are a 1st floor coin operated laundry machines, trash shoots so residents do not have to go outside, inside mail, a community room for people to gather and or have parties in. Most apartments are about 500 square feet big and come with a stove and refrigerator, most apartments have a place for an AC unit it is an extra $80 for residents to have a unit in their apartment for the summer season. Rent for residents includes utilities making rent $585 at most for residents. For the apartment buildings spectrum offers a group rate to the buildings allowing residents to have the option for television watching at an added cost to the resident. The homes that Shawano County Housing have offer a basement, garage, stove and refrigerator. People who rent homes are responsible for the lawn and snow care at the homes they are in. The residents of the homes are also responsible for the utilities at the house the county does give a credit on rent for the cost of part of the utilities. There are things that are not allowed at the homes offered by the county including fire pits, trampolines, old cars etc. Anyone can live is these housing units that are under Shawano County Housing even though the large number of people living in these apartments are elderly and disabled people. Eligibility is based on gross income, and also depends on family size ranging from 1-5 members. Applicants will go through a background check, HUD, no sex offenders are allowed to live in County Housing. For cost examples 30% adjusted from gross income $1000 = $300 for the cost of rent, for a house and multiple incomes $25,000 = $625 with a utility allowance rent would be $525. Pets are allowed with restrictions the pet has to weigh 35lbs. or less. You have to apply to Page 1 of 2 Page 3 of 4  live in Shawano County Housing so if you have a wait time the application is date and time stamped and the openings go in order of when you applied. In the City of Shawano the wait is 30+ people but in other parts of the county the wait list is much shorter ranging from 1-5 people on wait lists. If you are younger and are able you are required to do community service if you do not have a job, if you are elderly, disabled, or have a full time job 32+ hours you are exempt from this requirement. County Housing is mostly grant funded and used for repairs such as new generators, new roofs, etc. The County gets inspected about every three (3) years in 2023 24 units were inspected, the last time the County was inspected was 2019 and 23 units were inspected. The ratings were already high from HUD in 2019 with a rating of 97.5 to 2023 with a rating of 99.75 with the scale being out of 100. The Shawano County Housing building are well kept and run. County Housing is here to help people on hard times get back on their feet. To learn more information you are able to visit the Shawano County Housing website and stop by the office. REPORTS: • Civic Center Report: No Civic Center Report this month. • Gift Shop Report: The craft fair went very well, the plan is to have another craft fair before Mother's Day. The next event is Ladies' Day on April 19th 2024. The gift shop also plans on being at the Farmers Market. • Commission on Aging Report: No Commission on Aging Report this month. BILLS • None. OLD BUSINESS • Rental Conflicts: None. NEW BUSINESS • Round table discussion: The garden is looking good and ready to go, letters have been sent. A discussion was had about not allowing people who have had garden plots and have not utilized them in the past several years not being allowed to have a garden anymore. When no one is utilizing the garden weeds become a problem and it affects the neighboring gardens. In April or May the ground will be retilled. A Commission member is going to talk to Matt and Tom about cleaning up the brush around the garden. SET NEXT MEETING DATE • The Next Senior Citizen Commission meeting will be on April 17, 2024 at 9:00 AM at City Hall. ADJOURN • Chairman Hoeffs adjourned the meeting at 9:58 AM.
