CALL TO ORDER
The monthly planning session of the Airport Commission was called to order by Chairman Seidel at 4:00 PM at the
Airport. Dillon Petrowitz of TKDA reviewed the Master Plan Project Status Report for the last two months (not having
had a planning meeting last month). Dillon reiterated the need to update the seaplane base activities for the last year to
the extent possible as well as best estimates for x-wind runway activity. Colin Isom demonstrated the capabilities of the
new Arrow 1200 tracking system recently installed ... and it was agreed this date will facilitate activity monitoring and
reporting going forward. Dillon referenced the CIP analysis sent by Mark Graczykowski showing potential project
alignment with available and expiring entitlement funds. Discussion followed. It was agreed that Commissioners
Bloedorn and Engel due a detailed review of the summary, have a direct conversation with Graczykowski and be
prepared to discuss the details at the April meeting of the Commission.
The regular meeting of the Commission was called to order by Chairman Seidel at 4:30 PM.

(Woodward), Mike Dootson, Eddie Sheppard (City Administrator) and Lesley Nemetz (City Clerk/Community
Relations Manager).
APPROVAL OF AGENDA AND/OR DEVIATION FROM THE AGENDA ORDER
A. A motion was made by Milavitz, seconded by Barkow, to approve the agenda and deviate as necessary.
Motion carried by 6-0 voice vote.
APPROVAL MINUTES OF PREVIOUS MEETING
A. A motion was made by Bloedorn, seconded by Milavitz to approve the minutes of the February 20, 2024
meeting as read. Motion carried by a 6-0 voice vote.
PUBLIC COMMENT
A. None.
CORRESPONDENCE
A. Correspondence was received regarding the Hamburger Social planned for June 11, 2024, and a request for
placing a Rubarbfest sign on the Airport fence, which was approved. Engel reported the Commission having
received a CIP funding summary from the Bureau to facilitate project and entitlement funding planning. See
comments under Planning Session.
FINANCIAL/TREASURERS REPORT
A. Included in Airport Manager report. Overall spending is consistent with budget, with the exception of
spending on the Maintenance Building office build-out which is over budget by about $3,000 ... mainly due to
the internet connection and furnishing work. Looking into relief on some of the labor cost. Colin working with
City Administration.

A. Monthly Report
OLD BUSINESS
A. Status of Petition Application and City/County Resolution Process
Secretary Engel reported the petition preparation process was nearly complete, arrangements having been made
to obtain the required resolutions from both the City and County. No problems were anticipated. Isom
scheduled to attend meetings in support as needed. With final resolutions in hand, Engel will work with Lesley
Nemetz to get the package to the Bureau as soon as possible. Discussion followed regarding the timing of the
Bureau and FAA processes and the potential to have the snow removal equipment before year-end. Stephanie
Senst of Woodward commented that there were multiple bid cycles and events in support thereof. Woodward
is the designated bid processor for the Bureau for equipment such as we are interested in. She indicated it
might be possible this year, but more likely in 2025. Pending further review of the CIP/AIP entitlement
summary (mentioned elsewhere in the minutes), a delay in obtaining the equipment should not impact
use/expiration of entitlements. The Commission agreed all efforts should be undertaken to keep things on a fast
track.
B. Update on Northern Flight Alliance - Brunson
Brunson reported that NFA continued to work on updating its mission, vision and bylaws and that its primary
focus would be on aviation education, knowledge and careers as it builds a "brand" for itself. Plans are to move
slowly in doing so. Will be working on planning for the EAA AirVenture Race fly-over. NFA is currently
looking into Officer & Director insurance coverage, which is not expected to be overly expensive based on
initial investigation. More to come.
C. Update on Planning for the August Fly-in/Car Show - Sheridan
Fly-in Chair Sheridan reported on planning progress for the event. The sky divers are committed to the event.
He is working on the paperwork to request the Army Guard attend with a Blackhawk and will need Airport
signoff regarding landing space. Isom to sign. A list of food truck vendors is being compiled and will be
vetted. Starting in April, a regular meeting of event leads will be scheduled. Signs are ready. Seidel suggested
the signage should go up as soon as possible. A potential sponsor list has been compiled and is ready to be
vetted and possibly assigned for approach. Seidel, Bloedorn and Sheridan to meet to review and discuss the
list.
D. Update on Insurance Matters, Coverages and Related - Barkow
Commissioner Barkow mentioned meeting with the City Insurance Administrator to discuss coverages at
Airport. He was informed that all Airport activities property and equipment, as well as the actions of
employees, officers and the Commission members were covered by policies the City had in place. Lesley
Nemetz and Eddie Sheppard, both being present, commented to confirm Barkow. Commissioners specifically
inquired as to the Airport Courtesy Car being used by outsiders who fly into Shawano and might use it for
errands, trips to restaurants, the casinos or other activities and the extent to which documentation might be
expected by the insurance carrier. Additionally, the Commission questioned the extent to which events on the
Airport such as the Fly-in/Car Show, 4th of July Fireworks, or a Hamburger Social might impact things.
Nemetz and Sheppard indicated they believe all items in question are included in the coverage.
E. Update on Meeting with County Planning Department Regarding Real Estate/Personal Property Tax
Classification of Hangars
Eddie Sheppard commented that there were several options available for dealing with the changeover in tax
status of the private hangars. While not yet finalized, he indicated the tax value and tax assessment would
likely be added to the Airport property (previously fully exempt) and then allocated to the private hangars
based on the existing appraisal values. Disputes regarding hangar values would not be an Airport responsibility
and would remain an issue for the appraisal firm and Town of Wescott, consistent with the existing valuation
process.

NEW BUSINESS
A. Discussion of, and possible action in connection with, the potential construction of a commercial hangar and
possible location of a business operation on the Airport.
Adam Gazapian addressed the Commission regarding his interest in building a 70x70 foot (or larger if possible)
commercial hangar on the Airport, and the possibility of establishing a Fixed Based Operator (FBO) business
of some type on the field. He went on to describe his vision, that being:
Moving his aviation operations to Shawano
Housing his airplanes ... several, including aircraft that would be available for rental, flight training and
other usage, as well as for a TBM 960 he is purchasing
Facilitating and potentially incubating one or more aviation related businesses on the Airport
Making his hangar (and facilitating the Airport as such) a showcase facility
Making his hangar available to assist the Airport with community outreach projects
Following his passion for aviation through this facility in any way possible, including support for
youth, aviation education, and interest
Potentially assisting the Airport in connection with Airport needs to the extent they might be within the
skill set of employees he might have in his on-field business(s).
Discussion followed. Commission consensus was that Gazapian's vision and plan was consistent with the
vision of the Commission to promote aviation interest and activity and that the building of an on-field business
continued to work in favor of making the Airport more operationally self-sufficient. Gazapian's plan would
require a number of approvals, at a minimum, that of the Bureau and FAA for the design and location,
Commission approval to build a hangar, Commission approval to conduct a business on the field, a land lease
agreement, a business agreement, and proof of required insurance. Gazapian indicated he was already working
with Senst at Woodward, and Bloedorn of the Commission, (earlier discussions with Jeff Brunson in
exploration) and had already meet with City representatives to explore possibilities, initiate a prospective
design, anticipate approval requirements, and prepare for a meeting with the Commission. Chairman Seidel
asked that further discussion continue in Closed Session.
B. Discussion of, and possible action in connection with, the potential for rustic airplane camping on Airport
property.
Mike Dootson approached the Commission with a plan to possibly facilitate rustic fly-in camping on the
Airport, further enhanced with e-bike and/or boat rental. Dootson was advised to assemble a more formal
proposal for the Commission to review and consider.
NEXT MEETING DATE/TIME
A. The next meeting of the Airport Commission will take place on Tuesday, April 16, 2024 at 4:30 PM, preceded
by a planning session at 4:00 PM, at the Airport. Public welcome.
EXECUTIVE SESSION
A. It is possible that a motion will be made and seconded to go into closed session to discuss personnel related
matters pursuant to Wisconsin Statutes 19.85 (1)(c).
A motion was made by Milavitz, seconded by Bloedorn, to proceed into closed session. Motion carried 6-
0 by a voice vote.
B. It is possible a motion will be made and seconded to come out of closed session.
A motion was made by Barkow, seconded by Milavitz, to come out of closed session. Motion carried by a
6-0 voice vote.
C. Following the Closed Session, a motion was made by Bloedorn, seconded by Barkow, approving the
matters discussed in closed session, and to provide conditional approval for Adam Gapazian to proceed
with the planning for construction of a commercial hangar, size 70x70 (larger if possible, given fire

protection requirements for commercial buildings), to include establishing a FBO of some type on the
field, subject to FAA/Bureau approvals, Commission final design approval, required permits,
establishment of satisfactory lease and FBO business agreements, and evidence of sufficient insurance
coverage (naming the Airport, its sponsors and the Commission as co-insured). Motion carried in a 6-0
voice vote. Those present during the Closed Session being: Commissioners Seidel, Engel, Bloedorn, Milavitz,
Barkow and Timmerman, as well as Stewart and Senst of Woodward, Sheppard and Nemetz of the City, Jeff
Brunson, Adam Gazapian and Dave Tech.

A. A motion was made by Bloedorn, seconded by Barkow to adjourn the meeting at 6:30 PM. Motion
carried in a 6-0 voice vote.
