Union Street, Shawano, WI 9) CLOSED SESSION With regard to agenda item 8a:The Committee may convene in Closed Session pursuant to Wisconsin Statutes Section 19.85(1)(f) to consider financial, medical, social or personal histories of specific persons which if discussed in public would likely have a substantial adverse effect upon the reputation of the person referred to in such histories or data. Sawyer Street, Shawano, WI CALL MEETING TO ORDER • Chairperson Marsha Hoeffs called the Sexual Offenders Appeals Board meeting to order on Tuesday, January 16, 2024 at 5:00 PM at Shawano City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Roll call showed members present: Marsha Hoeffs, Michael Wizner, Larry Roth, Detective Lieutenant Heidi Cartwright, and Arland Dillenburg. • Also present: Wayne Earney from Probation and Parole and appellant Frank Peak. COMPLIANCE WITH OPEN MEETING LAW • Wizner reported the agenda was sent to Shawano Leader, WTCH, Market Messenger, Public Library, Premier Bank and posted at City Hall and on the City's website. APPROVAL OF PROPOSED AGENDA • Motion by Cartwright to approved the proposed agenda, seconded by Roth. Motion carried by Voice Vote. APPROVAL OF THE JUNE 8, 2023 SEXUAL OFFENDERS APPEALS BOARD MINUTES • Motion by Wizner to approve the June 8, 2023 Sexual Offenders Appeals Board minutes, seconded by Cartwright. Motion carried by Voice Vote. PUBLIC COMMENT APPEAL: a) Frank M. Peak to move to 211 S. Waukechon Street in Shawano, WI CLOSED SESSION With regard to agenda item 8a:The Committee may convene in Closed Session pursuant to Wisconsin Statutes Section 19.85(1)(f) to consider financial, medical, social or personal histories of specific persons which if discussed in public would likely have a substantial adverse effect upon the reputation of the person referred to in such histories or data. Roll Call Vote "Ayes" Roth, Dillenburg, Hoeffs, Wizner and Cartwright. "Nays" none. Motion carried. RETURN TO OPEN SESSION PER WISCONSIN STATUTES SECTION 19.85(2) • Motion by Hoeffs to return to Open Session, seconded by Dillenburg. Motion carried by Voice Vote. ACT ON ANY MATTERS DISCUSSED IN CLOSED SESSION, IF APPROPRIATE • Motion by Roth to approve the appeal of Frank M. Peak to move to 211 S. Waukechon Street, Shawano, WI and with the understanding that should he be re-incarcerated for more than 14 days or if he desires to move Page 1 of 2 Page 3 of 4  elsewhere within the City limits he will need to appear before the Board again, seconded by Dillenburg. Motion carried by Voice Vote. REVIEW AND POSSIBLE ACTION ON THE SEX OFFENDER SAFETY ZONE MAP AND CODE • Members reviewed the Sex Offender Safety Zone Map and changes are needed. Suggested additions were made to the map. Cartwright to have map updated and bring back before the Board for review and possible approval. ANY OTHER SEXUAL OFFENDERS APPEALS BOARD ANNOUNCEMENTS, CORRESPONDENCE OR NEWS • None. COMMITTEE MEMBER COMMENTS OR NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • None.
