Airport Manager Hotvedt, Maintenance Manager Isom, Clarence Schampers APPROVAL OF AGENDA AND POSSIBLE MOTION TO DEVIATE A motion was made by Commissioner Bloedorn, seconded by Brunson, to approve the agenda and to deviate as necessary. Carried in a voice vote. APPROVE PRIOR SHAWANO CITY AIRPORT COMMISSION MEETING MINUTES A. Approval of the minutes of the August meeting of the Airport Commission ... The minutes of the August meeting were approved as read. CORRESPONDENCE None PUBLIC COMMENT None REPORTS A. FINANCIAL/TREASURERS REPORT  Performance to Budget ... Commissioner Brunson reviewed the financial report noting that the Airport was likely to fail to meet the planned financial performance by a substantial amount. Details followed. Fuel sales are down this year from expectations and margins on sale are slightly less than planned. Net impact -$4k. JetA sales, truck and other costs, impact -$6k. Total fuel impact about -$10k. The Airport was charged about $12k for real estate tax under the new treatment methodology but will not receive and report the revenues thru the financial statements when tax is collected according to Finance. Impact, -$12k. Sponsorship revenues for the Fly-in will fall short of last year. Impact -$3k. Finally, we budgeted miscellaneous income of about $6k representing yet to be collected ARPA funds, which turned out to be only about $3k, and will not be run through the income statement as revenue, per Finance. Impact -$3k. Consequently, current projections are to be off on the bottom line by $26k- $30k.  Pricing discussions ... Discussions followed regarding fuel pricing and the cost of providing JetA to a limited customer base. This matter referred back to the Pricing Committee for further consideration Page 1 of 8 Page 3 of 10  and monitoring.  Other financial matters ... Secretary Engel commented on the need to understand where the Airport is regarding its Reserve Balance in Madison as well as the extent of committed and uncommitted Entitlement and Infrastructure Bill funds to be able to have meaningful financial commitment discussions with the City, when keeping our Master Plan and other infrastructure needs (such as the Sewer & Water project) in mind. Airport Manager Hotvedt and Treasurer Brunson have this as a work in progress. A motion was made by Bloedorn, seconded by Meyer, to approve the Treasurers report. Carried in a voice vote. B. AIRPORT DIRECTOR/MANAGER REPORT  September report ... attached to agenda Open item ... follow-up on insurance if a UTV is donated for use as an Airport vehicle. Hotvedt to arrange for a Teams Meeting connection during the WAMA Conference in October to facilitate Commission involvement in the airport workshop. CONSIDER/APPROVE ACTION ITEMS A. Debrief of the Annual Fly-in/Car Show, and possible actions in connection with the show or that for next year.  Dates, times, planning for 2026, including locking down dates on social media and websites ... Dates for 2026 set as August 15th/16th. Hotvedt to lock down all social media sites for those dates.  Advertising commitments and deadlines ... Seidel pointed out that publishing deadlines required earlier planning than in the past. Dates identified. Suggested consideration be given to nailing down a prime sponsor.  References to EAA Chapter and guidelines ... A work in progress.  Leadership commitments ... Decision made to move primary responsibility to the Airport Manager, with direct support from Tina Aderman. B. Report of Northern Flight Alliance NFA Treasurer Engel reported on the meeting planned with Wausau Learn/Build/Fly, Chapter 640, and other Airport leadership to discuss working relationships, support, mentoring and future vision for NFA, the Shawano Airport and prospective EAA Chapter. C. Review and discussion of draft Airport Operating Policies and Procedures, as well as possible actions in connection therewith. Airport Manager Hotvedt reported meeting with the Operations Policy Committee and discussed initial thoughts on form and format. Hotvedt was advised to stick with the initial thinking of a framework of subject matter chapters, objectives, definitions, and a focus on those areas of most urgent need (i.e. dealing with outside interests operating on the Airport, be they Clubs, vendors, or other. He will plan on presenting a draft for consideration at the next meeting. D. Status of Petition submission, and possible actions in connection therewith. Secretary Engel reported the City having approved by resolution, the Airport Commission, to proceed with the Petition for Federal Grant Funding for areas further defined in our Master Plan and as listed in the Petition Application. A motion was made by Commissioner Brunson, seconded by Meyer, to authorize Chairman Seidel and Secretary Engel to assemble the documentation, sign, and file with the Bureau and FAA, the Petition Application. Carried in a voice vote. E. Update on sewer/water project, and any possible actions in connection therewith. Commissioner Bloedorn indicated that discussions following the last meeting suggested that Hangar Row 1 owners were unlikely support a fee for development of the proposed project that would primarily benefit Rows 2&3, when they could, for likely less cost, attach directly to utilities on Gumaer Road. Consequently, there was Page 2 of 8 Page 4 of 10  nothing new to report. Discussion followed regarding impact on future development if the sewer/water line was not completed, as well as impact if the three closest hangars competed their own connections. If so, consensus was that likelihood of construction of high-end hangars would cease on Row #3. Further discussions with the City needed. F. Update on solar project, and any possible actions in connection therewith. Awaiting a proposal from a solar farm developer, GLU and SMU. Nothing further to report. G. Update on status of entitlement funded projects, currently in the hands of others ...  Obstruction clearing ... Nothing further to report  Snow removal equipment acquisition ... Still awaiting final approval, apparently others in same position of waiting, likely receipt of equipment sometime next Summer Secretary Engel reminded Airport Manager Hotvedt and Treasurer Brunson, that the timing of the use of certain funds, particularly Bill Funds, was critical in that if not used in the required years, was permanently lost. To make sure we continue to have the 2025 Bill funds associated with the late arriving equipment, as had been committed by the Bureau.
