CALL TO ORDER
The planning session began at 4:00pm with all outside Commissioners, Airport Manager Isom, Clarence Schampers,
Dillon Petrowitz of TKDA, Aaron Stewart and Shailine Abunga of Omnni, and Sam Lee and Graczykowski the Bureau
present.
Petrowitz reviewed the monthly status report, noting that things were mostly finished except for the project summary
and that the main hold up was FAA approval of elements of the plan document. Discussion moved to identification of
projects for which planning or other activities might begin. Consensus was that the following should be initiated:
Planning for a petition (hearing) encompassing things not previously contemplated in the prior petitions, these
being the AWOS and Snow Removal Equipment in particular, and anything longer term likely in the final draft
of the Master Plan (sometime this Spring) ... TKDA and Omnni to assist, Engel and Isom to lead
Identification of the best and most likely snow removal equipment item ... Mark G. to provide some examples
of those available, and recommending we visit a couple example airports to see what they had with a goal of
having a hearing/petition sufficiently timely to get in the Summer bidding process the Bureau conducts ... Isom
and Bloedorn to lead
Initiating the AWOS process ... Mark suggesting he would discuss the initiation with the individual responsible
for AWOS support at the Bureau ... fully understanding of our inoperable remote update and the issues it
represents ... Bureau next steps
Initial investigation into where we will likely need avigation easements and a preliminary review by us to get a
perspective on the magnitude of the project as relates to both the funded and likely unfunded portions of the
obstacle clearance, using the ALP draft information prepared by Omnni in connection with the update ... Isom
and Bloedorn to lead

A. Chairman Seidel asked that the discussion of repainting runway 17/35 and the issue of updating the electronic
gate access controllers be added to the agenda. A motion was made by Bloedorn, seconded by Timmerman,
to approve the agenda as modified. Motion carried by voice vote.
APPROVAL MINUTES OF PREVIOUS MEETING
A. The minutes of the November 21, 2023 meeting were approved as read.
PUBLIC COMMENT
A. None.
CORRESPONDENCE
A. Chairman Seidel and Commissioner Milavitz commented on the Airport article in the week's Leader regarding
the County getting out of the Airport business. Discussion followed. Consensus was that the article and related
comments created additional confusion and misinformation in the Community. A motion was made by
Bloedorn, seconded by Timmerman, to proceed with some form of press release or article to be placed in
the Leader and the Market Messenger, to be drafted by Engel for circulation among the Commission for
edits, then finalization by Seidel and Engel for placement after the first of the year. Motion carried by

roll call vote.
B. Chairman Seidel reported having received notice that the UTV club had the culvert installed on the south fence
as previously discussed and was awaiting approval from the DNR for a permit that would enable placement of
some form of bridge across Murray Creek adjacent to the existing bridge. Secretary Engel reported various
correspondence with the Bureau regarding the status of the Madison reserve and the check requested for the
construction of the maintenance office.
FINANCIAL/TREASURER'S REPORT
A. Financial Report
Treasurer Milavitz reviewed the November year-to-date financial information. Secretary Engel noted that the
results are on track with the October financials and forward projection to year-end used in connection with the
budget preparation process. A motion was made by Barkow, seconded by Bloedorn, to approve the
financial report. Motion carried by voice vote.
B. Insurance Update
At this time, a meeting to review Airport insurance needs and coverages remains an open item. It was agreed
that Commissioner Barkow would lead the insurance initiative with assistance from Colin Isom and Mike
Bloedorn when arrangements were finalized for the meeting.
C. Madison Reserve Update - Engel
Current balance $79,806, prior to the request for a $13,500 check for the build-out of the Maintenance Hangar
office space. The check said to be in the mail.

C. Discussion and Approval of Various Actions in Connection with Wisconsin Act 12 and Change in
Classification of Private Hangars - Engel
Wisconsin Act 12 and related amendments passed in Madison this year eliminate categories of personal
property from taxation, and change how leasehold improvements (the privately owned hangars) will be
classified, moving them from personal property to real estate. There are special rules for such improvements
when located on exempt real estate such as the Airport land. Under Title 12, the appraised value of such
improvements is to be applied to the exempt parcel and be identified as taxable improvements. Various options
exist for identification of the improvements on exempt land, with the common method being surveyed plat
location, but providing for use of existing identification methodologies.
Letters have been sent out by Accurate Appraisal to all private hangar owners advising of the change and
asking they contact the landowner (Airport in our case) regarding proper identification and valuation allocation.
Secretary Engel sent a subsequent email to all hangar owners advising that the Airport Commission would be
working with the County to deal with the issue on behalf of all hangar owners and that plans were to continue
to use the hangar location numbering system previously used for all lease identification and billing matters, this
numbering system being consistent with Airport engineering design and the Master Plan (ALP). In January,
Chairman Seidel and Commissioner Bloedorn, to meet with County Planning and Zoning to work out final
arrangements.

D. Update on Planning for August 2024 Fly-in/Car Show
Event Chairman Sheridan provided an update on planning to date, and opened the discussion for revenue
generating ideas. Several were noted. A draft poster/page insert was shown.
E. Status of Build-out of Maintenance Office and Possible Relocation Considerations
Discussion ensued regarding physical location of the office in the Maintenance Hangar. Various options
discussed. Airport Manager to take under advisement and locate for the best utility. Funding check inbound
from the Bureau out of reserve funds.
NEW BUSINESS
A. Northern Flyers Alliance Discussion and Possible Actions - Brunson
Jeff Brunson and Marty Westphal proceeded to discuss the existence of Northern Flyers Alliance which had
been formed a number of years ago in support of the Civil Air Patrol (CAP) and other general aviation
activities. While the 501(c)3 qualified organization remains active, only a couple of members remain, and the
organization has an $8k bank balance. Discussion followed regarding interest in reorganization and
reestablishing it in support of broad aviation related activities.Consensus was that it could play a useful role in
community aviation, CAP, EAA and related support. Organizational meeting to be held January 11th at
5:00pm at the Airport. Contact Colin for Teams link if needed.
B. Possible Removal of Electrical Transformer Along South Fence and Action Thereon
Chairman Seidel initiated a discussion of the electrical transformer adjacent to the south fence. It is away from
the fence by with close striking distance of UTVs on the new trail. WE informed that the transformer is not
used and could be removed for safety, at the request of the Airport and a completed form. UTV Club is willing
to cover the cost. A motion was made by Engel, seconded by Timmerman, to approve the completion of the
form requesting WE remove the transformer, with the understanding the UTV club would approve all costs.

On 12/12/23 – a citizen who lives near John’s One
Stop on 47/55 came in to inform us that the lights on
the tower in that area have not been on for the last
3 weeks.

who said that the light was burned out and they just
haven’t replaced it. However, he said his brother
Scott said it was not required to have light being
under 200 feet. (Sectional Chart has height of 201’)

researched the tower and gave and answer. (see

• Asphalt Contractor assessed the spot on runway 30. It
was determined that pieces of old tar sealer has boiled
up creating the damage. Contractor will come back in
the spring and apply a patch.

resort will be to have City Hall enter the plow for auction on Wisconsin Surplus
• Currently developing new hangar lease binder that only has current leases/insurance

airport laptop and external flash drive
• Contacted 1200.aero again to set up installation of there system. Once the have the ok from our
IT dept and length of cable needed they will send the equipment needed. 6 month trial period
will then activate. 1200.aero has new features since we last spoke to include a new ipad app.
They will also be able to track operation data for our seaplane base and based aircraft on the field.

Estate Parcel 048-28230-0170. Attached is the current Airport Hangar information including improvement
value and data. We understand that currently the Real Estate Parcel is Exempt, but with this new law
change the parcel will hold Improvement Value for 2024. We suggest that you work with the
improvement owner(s) regarding your current lease/contract you have to agree on how the taxes will be
allocated for 2024.
You or the improvement owner have the ability to work with the County if you or they would like a new
Parcel for the Improvement Value.
This communication is our attempt to explain this new process and educate the Real Estate property
owners in navigating this change. We are happy to communicate directly with you to help explain this

• Need to think about the purchase of an aviation radio for Managers office. Currently
Clarence owns radio in office. Radio in New Holland (owned by airport) only receives,
does not transmit. Needs repair.
• Also need adequate warning lights installed or replaced on all equipment for safe
operations on runways.

• 1-3-24 I contacted Highway Light & Landscape for an update on
PAPI. PAPI install should take place in the spring. Highway
Light requested that “Handhold” covers along runway 30 be
identified with stakes so that he can run line in the conduit once
snow is on the ground. (Westwood came and marked
Handholds on 1-5-24) Paperwork needs to be completed by
Highway Light & Landscape for the State before work can begin
running wiring through conduit on Rway 30
• Extensive crack repair needs to be considered for pavement.
• Snow Removal Plan/policy is in final stages, subject to suggested
alterations.

• Maintenance hangar office build out has begun.
• Currently getting quotes for outfitting office with adequate furniture.

EQUIPMENT CONT….. THE GOOD, BAD, AND UGLY
• So far we’ve been inundated with equipment breaking and immediate repairs happening…..
• Jan 5 - Center ram horn was severely worn on International plow. About 1/8th inch metal left at the hinge pin before breaking completely. I arranged Pat Roberts to weld new
½ inch steel plates with new 1” holes. Purchased cold rolled 1” steel rod to fabricate new hinge pins. Repair is done.
• Jan 6 - Right side drive chain in Snocrete blower snapped during operations. Reisterer & Schnell was contacted for repair. Repair was completed on Jan 8 th.
• Jan 9 - Both original batteries on New Holland went bad. Died on the main runway. Reisterer & Schnell came same day with two new batteries. Alternator found to be bad on
New Holland. New alternator ordered by Reisterer & Schnell. Hopefully will be installed Monday the 15 th.
• Jan 11 - Left side drive chain on Snocrete blower snapped. Reisterer & Schnell again came and repaired same day. Cotter pin connections on both chains were the problem
• Jan 11 - New Holland died again on ramp from battery drain.
• Jan 11 - Center ram chain snapped on Dodge pickup plow. Replaced with chain from Maint shop
• Jan 11 - Farm equipment rated battery charger and 100’ extension cord purchased from Tractor Supply as airport does not own any. Was needed to get New Holland back in
shop.
• The condition and age of our current SRE equipment is causing an arterial bleed in the budget. An increasing fear is setting in that any piece of equipment could go down for
more than a day to make repairs and because we don’t have an appropriate “go-to” SRE unit to take up slack when one is down, we may, in the future, have no choice but to
close the runways and seek outside services. ( I want to avoid this) Equipment is sunsetting whether we like it or not. Costs to maintain are most assuredly going to go up.

• Budget is going to take quite a hit for January given the amount of immediate repairs that were needed to keep basic operations going.
• City Hall doesn’t have the 2024 budget numbers entered into system yet but so far expenses are somewhat as follows:

• Phone/Internet $39.82 (this is only Managers cell, Nsight bill not in yet)
• Professional Serv $90.00 (cleaning bill)

Developing new Snow Removal Plan policy and
procedure. Procedures for clearing snow are
already in use and seem to be working great
with respect to Priority 1 of clearing primary
runway (12/30)
Working as a team we’ve consistently cleared
Priority 1 areas to operational level in less that
4 hours. And all priority levels cleared in one
day.

EVENTS
In the beginning stages of planning a hamburger social to
coincide with the Airventure Cup Race viewing party.
My wife is willing to manage the hamburger social but will
need some volunteers to help with a larger crowd and
added activity(s).
Do we have media we want to prepare for the watch
event? If so, what kind? Flyer? Promo Video?
We can repost Cup Race promo videos on our Facebook
page to promote the race itself along with focused
promotion of watch party at Shawano Airport.

The facility & environmental inventory chapter, draft aviation activity forecasts chapter, draft facility
requirements chapter and alternatives analysis chapter are complete. Final edits to the facility
requirements chapter will occur after the activity forecast is approved by FAA. A preferred airfield
alternative has been selected and a seaplane base alternative is being finalized.

WORK IN PROGRESS & UPCOMING TASKS
• Aviation Activity Forecasts: TKDA has sent the draft activity forecasts to BOA/FAA for comment.
Once the activity forecast is approved, the facility requirements report will be finalized.
• Facility Requirements: TKDA has completed the draft facility requirements report to identify
airport design deficiencies and facility needs. Updates may follow the forecast review by FAA.
• Alternatives Analysis: The Airport has selected a preferred airfield alternative and a preferred
seaplane base alternative is being finalized.
• Implementation Plan: TKDA is prioritizing short-term projects ahead of master plan completion.
The narrative report is substantially complete with costs to be finalized in the coming weeks.
ACTION ITEMS
• TKDA will continue to work with the airport on finalizing the preferred seaplane base alternative
while finalizing the implementation plan chapter with updated project costs.
