Page 2 of 18 SHAWANO CITY-COUNTY AIRPORT COMMISSION MINUTES June 18, 2024 4:00 PM Airport - N5468 N Airport Road, Shawano, WI CALL TO ORDER The planning session of the Shawano City/County Airport was called to order by Chairman Seidel at 4:00 PM and was immediately turned over to Dillon Petrowitz of TKDA for review of the Master Plan Update Status Report. The Alternatives Plan, previously forwarded to the Commission for review, will be folded into the Master Plan. At this time, we await further input from the FAA on draft information submitted by TKDA and the Bureau. The most recently submitted Petition was accepted and acknowledged by the Bureau and has been sent to the FAA for their approval. Nothing further to be done in Shawano at this time. The next planning session will be at 4:00 PM ahead of the August Commission meeting. The full meeting of the Commission was called to order by Chairman Seidel at 4:30 PM. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners present were: Seidel, Engel, Timmerman, Bloedorn, Milavitz, Barkow and Plesheck and a quorum declared. Other present were: Colin Isom, Clarence Schampers and Jim Hauer Chairman Seidel acknowledged receipt of notification that Commissioner Milavitz, who's term had expired, was reappointed by the County, to serve a fresh term, and that Matt Plesheck had been appointed to serve as County representative to the Airport Commission. Pleshek was welcomed to the group and group introductions made. Pleshek was offered an opportunity to tour the Airport and receive an overview of activities and plans at a time of his choosing. APPROVAL OF AGENDA A motion was made by Bloedorn, seconded by Timmerman, to approve the agenda and deviate as necessary. Motion carried in a voice vote. APPROVAL MINUTES OF PREVIOUS MEETING The minutes of the May meeting of the Commission were approved as read, in a voice vote. PUBLIC COMMENT None. CORRESPONDENCE A. Property Tax Changed to Airport Real Estate Tax Assessment Secretary Engel indicated that the Airport had received official notice that the appraised value of the private hangars, previously designated as Personal Property, had been added to the Airport property as non-exempt real estate. He indicated he had attended the Real Estate Review Board meeting of the Township and had a chance to meet with most of the Board members as well as representatives of Accurate Appraisal, who provides valuation services to the Township. Hangar values will remain as they were last valued for personal property tax for the time being but will be reappraised as real estate in 2026 for 2027 tax bills. While with the Town Board, Engel provided an update on Airport activities and invited Board members to attend Airport Commission meetings. B. Other FINANCIAL/TREASURERS REPORT Page 1 of 3 Page 3 of 18 Treasurer Milavitz indicated plans to present a six month Treasurers report at the next meeting. The May budget performance report is included in the Airport Manager's report. AIRPORT DIRECTOR/MANAGER REPORT A. June Report (attached to agenda) The Commission acknowledged the significant increase in activity and fuel sales in 2024 and overall financial performance tracking the budget. It was noted that the cost of fuel sold might possibly be understated slightly, thereby reducing the YTD fuel profits a bit. Finance reviewing the calculation. Isom and Sheridan will keep track of Fly-in expenditures to enable an understanding of the costs associated and future planning. Isom to obtain the Fireworks insurance certificate when he is able to connect with the Committee. OLD BUSINESS A. Planning update and potential actions in connection with the Annual Fly-in/Car Show - Sheridan Paul Sheridan was unable to attend the meeting but provided an update to Chairman Seidel. Sponsorship solicitations are out. Paul continues to work with team leads to obtain cost estimates by area for cost management and planning. He is working on developing a better volunteer management process to facilitate contact and event to event utilization. We should have a military vehicle on display this year, courtesy of Tina. Finally, three food trucks plus a coffee truck are planning to be at the event. B. Update on Tailwinds LLC hangar project and related matters Commissioner Bloedorn updated with what he knew of the Tailwinds hangar project indicating that building availability and other materials necessitated planned construction sometime in 2025, but that site prep would likely take place later this year. Updated plans still must be submitted to the Bureau for approval. Land lease and Operating Agreement plans are signed and lease billing information provided City Finance for processing. C. Planning update and potential actions in connection with the AirVenture Race - Brunson Jeff Brunson was unable to attend the meeting. Commissioner Engel provided an update. Planning for the Race is well under way. A poster and print materials were being designed. Colin Isom has assisted the NFA in designing a logo for the organization. NFA will be a sponsor at the Fly-in and intends to have a tent for meet and greets to discuss aviation interests. Commissioner Barkow suggested connecting with the Stock Car Race leadership to see if some joint advertising for both Airport events might make sense. Consensus was this was a great idea to be referred to Brunson and Sheridan for follow-up. An improved sound system was donated for use at the AirVenture Race by Ledgend Sound, in connection with the agreement for sound system services for the Fly-in. D. Update on Master Plan, discussions with the Bureau and consultants regarding CIP forward look, and potentials actions in connection therewith - Seidel  Review of the changes made in the CIP planning and discussions with the City/Finance  Creation of project committees ... Solar Farm and Obstruction Clearing  Petition approval and forwarding to FAA (covered under other matters)  Other matters (none) See comments under planning session. All meeting attendees present. Commissioner Engel updated the Commission on the meeting with Eddie Sheppard, Greg Smith and Lesley Nemetz (involving Seidel, Engel and Bloedorn) to review the CIP forward plan previously reviewed and updated with the Bureau/Commission, to obtain input. Comments were folded into the plan. Of note was a commitment to support entitlement funds (so as to be sure not to lose them), limits on availability of special request local funding, and suggested grouping of local fund needs into larger segments that can be subject to bonding and other financial planning that mitigates some of the budgetary challenge. Page 2 of 3 Page 4 of 18 Chairman Seidel indicated that with several major projects under way and with large ones planned, that it made sense to create a couple of special committees to oversee and advise the Commission as things progress. These being an Obstruction Clearing Committee and a Solar Project Committee. After discussion. It was agreed that Obstruction Clearing Committee would comprise Commissioners Plesheck, Bloedorn and AM Isom (Chair), and that the Solar Project Committee comprise Commissioners Engel (Chair), Bloedorn and Timmerman. It was agreed there might be some overlap and need for coordination. E. Northern Flight Alliance update and any potential actions in connection therewith Covered under item C. above. NEW BUSINESS At the next meeting we will:  Elect officers for the 2024-25 year  Discuss and potentially take action on a request from Bloedorn for modifications to the exterior of hangar 20 NEXT MEETING DATE/TIME The next meeting of the Airport Commission will be Tuesday, July 16, 2024 at 4:30 PM, preceded by a meeting of the Long-Range Planning Committee at 4:00 PM, at the Airport. I can provide familiarization or arrange for a formal training if anyone is interested. Page 8 of 18 GROUNDS / EQUIP • We have an issue with high grass along Airport Rd and a newly increase in bank angle. City and Town say its our responsibility. Possibly have to contact County until we can come up with a solution. With dry ground we can possibly use New Holland and let mower angle up slope of ditch embankment. • Status on PAPI project: Kaitlyn Wehner with Westwood has communicated that the PAPI install will happen this summer still but are waiting for a response from Highway Light. Kaitlyn was supposed to do follow-up and call or email me Thursday. Page 9 of 18 GROUNDS / EQUIP • Tree Obstruction Update: I’ve been in communication with Hal Davis on getting data for RWY 12/30. Hal will be bringing drone for analysis soon. He wanted to wait until after July 4th sometime. We already have encroachment data for RWY 17/35. I’ve forwarded my emails and data sheets to the commission focus team for review and discussion. Page 10 of 18 BUDGET Total expenditures YTD are sitting at about 48% at the half way point. Still working on Fly-in budget as donations and expenses occur. Page 11 of 18 FUEL CURRENT STATS/COMPARISONS 2024 YTD total sales = 12,176 gal (as of 7-14-24) 2023 YTD total sales = 4,077 gal (as of 7-14-23) JUL 2023 total sales = 1919 gal (Entire Month) JUL 2024 total sales (YTD) = 1,445gal (as of 7-14-24) Current tank status = 7,438 gal (as of 7-14-24) The price of delivered fuel went down .15 cents since last fill so was able to drop .6 cents to $4.89 Page 12 of 18 FUEL I’ve have the first couple of onboarding webinars with Titan regarding the ATLAS software and dispatching for fuel purchases. Soon we will have our own account and login. I’ve got a request into Bill Kovac to research a possible short term lease of a Jet A fuel truck. I’m hopeful we can have a truck here by Sept 1 as we will more than likely have a jet officially based here at Shawano. This also may affect our CIP scheduling sheet regarding a possible install of permanent tank. Having a jet based here can positively impact our justification to the BOA and Feds for funding.
