CALL TO ORDER
The meeting was called to order by Secretary Engel, acting in place of Chairman Seidel, at 4:30 PM at the Airport.
PLEDGE OF ALLEGIANCE
ROLL CALL
A. Present were Commissioners were Doug Engel, Mike Bloedorn, Al Timmerman, Kevin Barkow, and Bruce
Milavitz.
B. Also present were Clarence Schampers, Jim Hauer, Paul Sheridan and Jeff Brunson.
APPROVAL OF AGENDA
A motion made by Commissioner Bloedorn, seconded by Barkow, to approve the agenda as presented. Carried
by voice vote.
APPROVAL MINUTES OF PREVIOUS MEETING
A. Approval of the minutes of the June Commission meeting
A motion was made by Commissioner Barkow, seconded by Milavitz, to approve the June minutes as
read. Motion carried in a voice vote.

FINANCIAL/TREASURERS REPORT
A. Treasurer's Six Month Report and Financial Update
Treasurer Milavitz reviewed the six month financial report, noting that overall, the Airport is well within our
budget plan. Fuel sales are well ahead of plan due to good weather flying and Airport marketing. Credit card
fees of about $2,000 year to date are included in General Expense and account for the excess in that category.
Secretary Engel pointed out that the Advertising/Promotion budget included a net $10,000 for the Fly-in and
that based on preliminary estimates, the event was within budget at this time.
A motion was made by Commissioner Bloedorn, seconded by Barkow, to approve the Treasurers report.
Motion carried in a voice vote.
AIRPORT DIRECTOR/MANAGER REPORT
A. July Airport Manager Report
Airport Manager Isom reviewed his monthly report (attached). Colin will be volunteering at EAA and

discussion ensued as to Airport coverage in Shawano. Consensus was to leave a message on the Airport cell
phone to leave a message on the Airport cell phone and to reference the Airport land line if more immediate
attention was required. Clarence to check the message periodically. Colin reviewed plans for the WAMA
Conference and proposed attendance. A motion was made by Bloedorn, seconded by Timmerman, to approve
Colin Isom's attending the 2024 Conference and reimbursement for related expenses. Motion carried in a voice
vote. The PAPI installation has been planned for August 5th-9th, and will require Airport closure at times.
Colin to work out the timing, NOTAM and AWOS coverage. The Airport now has a defibrillator in the
Terminal Building. Colin agreed to set up a time for training for those interested in instruction on how to use
such a device. Will keep us informed.
OLD BUSINESS
A. Update and any actions necessary in connection with the August 17th Fly-in/Car Show - Sheridan
Fly-in Chairman Sheridan provided an overview of the planning to-date on the event. Sponsorships were
coming in and overall, the event was expected to be ahead of the initial budget. A Volunteer Planning Meeting
has been scheduled for August 6th in hangar #20. Three food vendors have been secured, along with a coffee,
beverage, and ice cream vendor. Basic contracts are drafted and being executed. The new Sponsor master
banner is up on the fence. Paul will be working with individual leads on their respective to-dos and
commitments. Space planning will be critical this year due to potential for various elements to change and the
need to have alternative plans ready to go. Paul suggested consideration be given to possibly purchasing a
quantity of tables and chairs for use at this and other events at the Airport ... no action taken on this at this time.
B. Update and any actions necessary in connection with the July 21 EAA AirVenture Race Fly-over - Brunson
Northern Flight Alliance President Brunson presented an overview of the planning for the EAA AirVenture
Cup Race. Due to wet field conditions, alternate plans include use of the Hangar Area pavement for Race
viewing. The 500 ft setback line has been identified, and if necessary, the viewing area will shift. Volunteers
are in place and a set-up planned. Secretary Engel and others will attend the Saturday pre-flight and pilot
briefings to gather information, meet with Race Officials, and pick up programs for distribution in Shawano.
Jeff will confer with Eric Whyte as to NOTAM planning and Engel/Schampers will work on getting a message
on the AWOS.
C. Update on the new hangar construction and related matters
Commissioner Bloedorn provided a brief update on the new hangar construction, indicating that a construction
contract had been signed, updated construction plans were being submitted for final Bureau/FAA approval, site
prep was likely to begin this Fall, but that overall construction was not likely until late in the year or early next
year due to material staging and availability. The owner had completed the purchase of a Cirrus Vision Jet and
that it would be on the field shortly.
D. Discussion of completion of the South Field parking area and any related actions
Secretary Engel provided a brief update on the South Field parking area development, indicating the challenges
presented by the wet field. Next step was to put together a work party to walk the near 5 acre area to pick up
remaining debris limiting final tilling and leveling of the area. With that complete, the area could be tilled,
leveled and seeded. It would not be ready for this year's Fly-in.
NEW BUSINESS
A. Election of Commission Officers for the 2024-2025 year
Election of officers for the 2024-2025 year was discussed and nominations for Chair, Secretary, and Treasurer
opened up. A motion was made by Commissioner Bloedorn, seconded by Barkow, to nominate the
current slate of officers ... Seidel (Chair), Engel (Secretary), and Milavitz (Treasurer), and to close the
nominations. Motion carried in a voice vote.
B. Discussion of and possible actions in connection with the request of Commissioner Bloedorn to expand hangar

Commissioner Bloedorn expressed interest in adding an external upper deck on the North and East sides of
hangar #20, explaining his basic plan and seeking approval to proceed. It was acknowledged that a detail plan,
permits, and modification of the lease agreement would be necessary. Due to lack of a quorum at this time of
the meeting (with Bloedorn abstaining) further discussion and approval deferred to the next meeting.
C. Debrief on Fireworks event
Despite the wet grounds that precluded on-field parking, the Fireworks Event was generally uneventful.
Minimal damage was done to the grounds, and pretty much limited to the ruts from the retrieval of the porta-
potties. Commissioner Timmerman suggested we reconsider the North Gate security/code dissemination plan
due to the volume of turn-a-rounds necessary at the gate due to the changed code and space for turn-a-round
with non-admittance.

The August meeting of the Commission will be held on August 13th, 2024, at 4:30 PM at the Airport, preceded by a
Planning Committee meeting at 4:00 PM.

• We have an issue with high grass along Airport Rd and a newly increase in bank angle. City and Town
say its our responsibility. Possibly have to contact County until we can come up with a solution. With dry

ground we can possibly use New Holland and let mower angle up slope of ditch embankment.
• Status on PAPI project: Kaitlyn Wehner with Westwood has communicated that the PAPI install will
happen this summer still but are waiting for a response from Highway Light. Kaitlyn was supposed to do
follow-up and call or email me Thursday.

• Tree Obstruction Update: I’ve been in communication with Hal Davis on getting data for RWY 12/30.
Hal will be bringing drone for analysis soon. He wanted to wait until after July 4th sometime. We already

focus team for review and discussion.

I’ve have the first couple of onboarding webinars with Titan regarding the ATLAS software and dispatching for fuel purchases.

I’ve got a request into Bill Kovac to research a possible short term lease of a Jet A fuel truck. I’m hopeful we can have a truck
here by Sept 1 as we will more than likely have a jet officially based here at Shawano. This also may affect our CIP scheduling
sheet regarding a possible install of permanent tank. Having a jet based here can positively impact our justification to the BOA
and Feds for funding.
Bill Kovac also shared availability of a used 6000 gallon tank with cabinet and metering and a used QT Pod credit card reader that
has come available
