CALL TO ORDER
The November meeting of the Shawano City/County Airport Commission was called to order by Chairman Seidel at
4:00 PM at the Airport.

Bureau related ... Updated ALP for AWOS relocation, letter of compliance matters, Petition development ... all of
which is covered under other agenda discussions.
AM Isom reported receiving a notification regarding the roadwork project East of Shawano Lake. After discussion, it
was deemed inconsequential to the Airport and no further action deemed necessary.
FINANCIAL/TREASURERS REPORT
A. Chairman Seidel reported conversations with Treasurer Milavitz and Commissioner Brunson, whereby Brunson
would take over responsibility for Treasury functions and become acting Treasurer. Seidel thanked Brunson
for stepping into the role.
B. October Financial Information ... presented as part of the Budget discussion
C. Budget review, discussion, and possible action to approve the 2025 budget
Secretary Engel opened the discussion of the 2025 budget with a walk through of Airport financial resources,
the 2024 budget and year to date financial results through October. In collaboration with now acting Treasurer
Brunson and Airport Manager Isom, October results were projected to year end, as a basis for planning the
2025 budget. Noted was the fact that there were several open matters regarding 2024 that would or could
impact 2025 planning and that a number of assumptions would be necessary in any case. Regarding 2024 it
was noted that despite a substantial increase in fuel sales (from a budget of 11,000 gallons to nearly 30,000),

fuel sales profit would be less than budgeted in total, based on current information. Discussion followed
regarding the substantial increase in Airport activity and the relative significance thereof. The bottom-line
favorable variance of about $8-9,000 would be due to besting the Fly-in net cost by about $5,000 (mostly the
increase in sponsor funding), insurance cost by $7,000 and miscellaneous cost by $3,000, and under-performing
on overall fuel margin by $2,000, as well as the net cost of the JetA fuel truck of about $4,000. Engel and
Brunson discussed a number of things that could be addressed going forward to enhance ability to manage and
anticipate financial results. Engel reminded the group of the power of leveraging the Bureau relationship and
the ability to take advantage of AIP funding where 5% local money gets 90% and 5% State funds on eligible
projects. Improved financial performance could be used to fund highly leveraged AIP projects in a manner
almost unheard of in the business world. Increased funding would likely be needed to meet the Master Plan roll
out.
Engel and Brunson walked through the draft 2025 budget, discussing alternatives and strategies. A final draft
was developed wherein:
Fuel pricing strategy is expected to stay the same or similar
For now, JetA fueling and the truck remains an open item
Total compensation cost will be upped slightly
Several items will be inflation cost adjusted
Maintenance and related supplies will be increased substantially
It was recognized that final management decisions, disposition or continuation of the JetA fuel, changes in fuel
strategy and pricing, and perhaps developments between now and the end of 2024 could significantly impact
2025 planned results.
A motion was made by Barkow, seconded by Brunson, to submit the draft budget so developed, to the City for
adoption of the 2025 Airport Budget. Motion carried in a 6-0 voice vote.
D. Petition development in connection with Master Plan Update and Apron Expansion as well as possible actions
in connection therewith
In recent conversations with the Bureau the notion of possibly accelerating certain things or staging certain
other things in the Master Plan was discussed. Given the fact that many Master Plan items have not been
previously covered in a Petition, it was suggested we start planning a petition to include all those things not
previously included. Westwood/TKDI developed such a list and have provided it to us. Acting Treasurer
Brunson to take responsibility for initiating the process and planning a formal hearing sometime in the Spring.
AIRPORT DIRECTOR/MANAGER REPORT
A. November report of Airport Manager
OLD BUSINESS
A. Update on new Hangar #36 construction project cancelation, next steps, and possible actions in connection
therewith
Discussion deferred
B. Discussion of sewer/water development between hangar rows 2/3, funding, status, and possible actions in
connection therewith
Westwood provided a requested preliminary estimate of the costs of the sewer/water project, including
engineering, and contingencies, with an option for completing the water portion as a looped system rather than
a dead end. The water and related engineering will be eligible for 80/20 State funding, not necessitate meeting
all the Federal guidelines normally associated with other AIP projects and presumably be open to more of the
local contractors. The non-funded portion will require substantial other funds, yet to be established. Discussion
followed regarding the funding and alternatives to approaching the project. Commissioners Pleshek and
Bloedorn to take this under advisement for discussion at the next meeting.

C. Update on Master Plan Project
No further discussion other than above
D. Obstruction clearing project status and possible actions in connection therewith
Commissioner Pleshek summarized inquiries and discussions with the County, Township a number of property
owners, and forester/loggers. It would appear as though it would be possible to deal with a number of the
smaller outlying obstructions on a piecemeal basis rather than waiting for one larger project to be organized.
Engel suggested the Commission keep in mind that use of maintenance expense money for this project should
be a last resort, especially since the Obstruction Clearing Project was AIP funding approved (therefor 95/5), we
had avigation easements for many of the obstructions that need be considered, an apparent City ordinance
overlays much of the obstruction area whereby it might be others' responsibility to some degree, and that direct
spend on our part might or might not be reimbursable under a larger project, especially before said project is
launched. Additionally, some of the tree clearing (including some not needed for obstruction clearance), might
be part of a solar farm development and dealt with in other ways. Engel, Bloedorn and Pleshek to have a
conversation with the Bureau/Westwood to discuss how this comes together and potential reimbursement of
local funds used.
E. Status of SRE acquisition and response to the Bureau regarding equipment bidding as well as possible action in
connection therewith
Commissioner Bloedorn and AM Isom indicated the SRE equipment is focused on a certain piece of equipment
and attachments, before finalizing the submission to the Bureau and the bidding on the equipment, plans were
to fly to a nearby airport to discuss use of that make/model and actually see it in operation. Visit forthcoming.
NEW BUSINESS
A. Possible planning actions in connection with Bureau Compliance Letter
The Airport has received its periodic Bureau Compliance assessment letter, making mention of the obstruction
clearing need. This has the potential to impact AIP funding and could result in other actions impacting Airport
operations and runways. Chairman Seidel noted that the Bureau was aware of the status of our obstruction
clearing project, it being an ongoing discussion at our planning meetings, a part of our Master Plan, and an
active project. See further discussion under item 10. D. In summary, all compliance matters are subject to
either the Master Plan, ongoing projects, or both, for resolution.
B. Discussion of leasing operations, lease modifications to Hangars #13, #36, and possible actions in connection
therewith
AM Isom in process of setting up a meeting with Shawano Flying Club, Roam Aviation and representatives of
the Commission, to discuss leasing and needs going forward.

WIS. ADMIN. CODE TRANS §55.06 (1997) GUIDANCE
Airport: Shawano City/County Municipal Airport Date prepared: 10/23/2024
1. Good title to airport
Wis. Admin. Code Trans §55.06(1)(a) (1997), “...owner shall maintain good title to the airport...” Sale
or encumbrance of a parcel of airport property must be approved by the Wisconsin Department of
Transportation Secretary (Secretary) or FAA Administrator (Administrator).
We accept that the system airports have good title to their real property. No special review is needed
absent information that there is a problem. If you have a concern, like the sale of airport land without
a release, we will need to go through the compliance assistance process explained in Wis. Admin.
Code Trans §55.07 (1997). That process will determine if there is a problem and the best way to
address the found problem.

2. Airport operation and maintenance
Wis. Admin. Code Trans §55.06(20)(a) (1997), the airport is obligated to “safely operate and maintain
all airport facilities…”
We recognize that system airports are being operated safely, and that maintenance is being done to
preserve our investments. No special review is necessary unless we are aware of a problem.

3. Maintain clear and safe approaches
Wis. Admin. Code Trans §55.06(3)(a) (1997), “The airport owner shall maintain clear and safe runway
protection zones as described in FAA Advisory Circular 150/5300-13A, Airport Design.”
Wis. Admin. Code Trans §55.06(3)(b) (1997), “An airport owner shall adequately clear and protect
the aerial approaches to the airport …”
These are important safety conditions. For (3)(a), each runway approach should be reviewed to assure
that the Runway Protection Zones (RPZs) are clear.
For the aerial approaches referred to in (3)(b) review the Airport Layout Plan (ALP) and 5010 data to
see if those criteria are met. List each runway number, its design surface, the actual surface, and the
source and date of the information. Take into account existing displaced or relocated thresholds,
granted “determinations of no hazard” and waivers.
If the RPZs are not clear or the runway approaches are obstructed, a compliance review needs to be
done by Wis. Admin. Code Trans §55.07 (1997), to identify the problem and come up with a solution.

4. Ordinances
Wis. Admin. Code Trans §55.06(4)(a) (1997), “A public airport owner shall adopt the following
ordinance within 6 months after receipt of a sample ordinance from the Secretary.”
Wis. Admin. Code Trans §55.06(4)(a)(1) (1997), “A height limitation zoning ordinance…” is needed
when land has been acquired after the adoption of the HLZ. We should review the ordinance to assure
that it is adequate to protect the new airport boundaries.

6. Public Access
Wis. Admin. Code Trans §55.06(6) (1997), “An airport owner shall provide suitable aircraft-parking
areas so that aircraft and passengers, scheduled and general aviation, have reasonable access to the
airport facilities...”
This is an important requirement for any public facility, and rarely has ever been a problem. No special
review is required, unless we receive information about public access being a problem.

7. Legal Relations
Wis. Admin. Code Trans §55.06(7) (1997), “The airport owner shall indemnify and hold harmless the
state….”
This is part of our usual contract “boiler plate” and should not be a problem. It is an important

8. Airport Layout Plan (ALP)
Wis. Admin. Code Trans §55.06(8) (1997), “An airport owner shall maintain a current layout plan….”
Almost every system airport has an Airport Layout Plan (ALP). If the project will change the
configuration of the land or facilities, be sure to update the ALP as a part of your project. Carefully
review the ALP to see if an update is needed.

9. Preserving Airport Rights and Powers
Wis. Admin. Code Trans §55.06(9)(a) (1997), “An airport owner may not enter into transactions which
would deprive it of the rights and powers necessary to perform these conditions without the written
approval of the Secretary.”
If the airport owner wants to close the airport for two weeks to shoot a movie or have an auto race each
year, this sort of transaction would deny airport use to the traveling public and would have to be
approved by the Wisconsin Department of Transportation Secretary and the FAA Administrator. This
is a rare situation, and these types of situations should be dealt with as they arise. Ordinarily, no special
review is required for a project.

10. Special Conditions
Wis. Admin. Code Trans §55.06(10) (1997),”…the Secretary may establish, by written agreement,
special conditions in the public interest where required by specific project or airport site
circumstances.”
In some instances we may need to require something extra, like written reports from the sponsor on
the effectiveness of a new technology used in a demonstration project. Those reports might be a special
condition of the project.
Immediate compliance or completion of some action such as land acquisition may need to be deferred.
As a special condition to a current project, the owner may agree to take some specified action in a
fixed period of time.
