Sawyer Street, Shawano, WI 54166 CALL TO ORDER • The meeting was called to order by Kerber at 7:00 AM. PLEDGE OF ALLEGIANCE ROLL CALL OF MEMBERS • Members present: Dave Kerber, Scott Nordin, Curt Preston, Rhonda Strebel, Jim Meyer, Todd Doberstein, Jack Young, and Chuck Felts • Absent: Mark Bolin and Charlie Harvey. • Others present: Eddie Sheppard, Peter Thillman, Lesley Nemetz, Bruce Milavitz, Bruce Gomm, Dave Moesch and Brian Della. APPROVAL OF AGENDA • Motion to approve agenda by Felts, seconded by Strebel, motion carried. APPROVAL OF PRIOR SHAWANO INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMITTEE MEETING MINUTES • Minutes of March 20, 2025 approved. Motion by Strebel, seconded by Preston, motion carried. CORRESPONDENCE • None. PUBLIC COMMENT • None. CONSIDER/APPROVE ACTION ITEMS • Review of TID Financials: Sheppard and Della presented spreadsheets and graphs which summarized the financial condition of all TID’s. Current TID’s include TID #4 (Downtown), TID #6 (Green Bay Street), TID #7 (Raasch Industrial Area & Performance Foods), TID #8 (Smalley Park & former Hospital), and TID #9 (Downtown Replaces TID #4). All TID’s are in good financial condition. • Dental Clinic Timeline & Update: Planning for the proposed Shawano Family Dental facility is in progress. They are expecting to present plans for approval in June. • TID Donor Discussion: Sheppard explained that TID’s can be allowed to donate or lend funds to another TID if that action would benefit the donor TID. Sheppard and Thillman are working with Ehlers to pursue amendments to allow transfer of funds between TID’s. TID #7 is performing well and will be able to loan/donate funds. TID #9 currently doesn’t have much revenue. It’s a young TID. Since it overlays a developed area, the base value is high and tax increments will be low. • Review of RDA Meeting: RDA met last Tuesday and passed a Resolution of Necessity on 5 properties. The former Schultz Bros. building, the former Ericksen Auto building, former Subway, former Taco John’s, and former El Mariachi were included in the resolution. RDA will be pursuing condemnation on these properties. • Update on City Activity: Sheppard reported that the apartment development on County “B” is ahead of schedule. The Stone Creations agreement was approved by Council. The Dearco expansion project has cleared zoning. They propose to double the size of their current operation. More to come at a future meeting. A new hangar is proposed for construction at the airport. The former Hallmark building is being renovated. The car wash project hopes to break ground this year. Jimmy John’s is progressing and they hope to open in July. Page 1 of 2 Page 3 of 4 • Update on SCEPI Activity: Thillman reported good activity throughout the County. A developer is interested in pocket homes. FUTURE AGENDA ITEMS • Sheppard indicated we might hear more on the Dearco expansion at the next meeting. ADJOURNMENT • Meeting adjourned at 8:05 am.
