Sawyer Street, Shawano, WI 54166 CALL TO ORDER • The meeting was called to order by Kerber at 7:00 AM. PLEDGE OF ALLEGIANCE ROLL CALL OF MEMBERS • Members present: Dave Kerber, Scott Nordin, Curt Preston, Rhonda Strebel, Jim Meyer (present via Zoom but not sworn in, so didn’t vote), Todd Doberstein, Jack Young, Charlie Harvey. • Absent: Mark Bolin and Chuck Felts. • Others present: Eddie Sheppard, Peter Thillman, Lesley Nemetz, Bruce Milavitz, Dave Moesch, Brian Della, Matt Pleshek, and Randy Mallman. APPROVAL OF AGENDA • Motion to approve agenda by Strebel, seconded by Doberstein, motion carried. APPROVAL OF PRIOR SHAWANO INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMITTEE MEETING MINUTES • Minutes of April 17, 2025 approved. Motion by Strebel, seconded by Preston, motion carried. ELECTION OF CHAIRPERSON • Kerber was nominated to be Chairperson, no other nominations. Motion by Strebel, seconded by Doberstein to elect Kerber as Chairperson, motion carried. ELECTION OF VICE-CHAIRPERSON • Doberstein was nominated to be Vice-Chairperson, no other nominations. Motion by Strebel, seconded by Milavitz to elect Doberstein as Vice-Chairperson, motion carried. CORRESPONDENCE • None. PUBLIC COMMENT • None. CONSIDER/APPROVE ACTION ITEMS • Dearco Expansion Project - Randy Mallman presented plans showing a proposed 33,600 SF building expansion on the Dearco campus. Mallman explained that the new structure would be separate from the existing building and would be used for production. Some production equipment may be moved from the existing building. Customer service and retail sales will be expanded in the existing building. Dearco currently employs 65 persons. Initially, the proposed expansion is expected to add 6 new jobs. • Possible TID 6 Amendment - Sheppard explained that a developer is very interested in the property east of Rusch Road for developing high-end residential condos. This wooded area has some wetlands, but also has uplands suitable for the potential $15M project. This area is currently outside the boundaries of TID #6. Sheppard and Thillman are working with Ahlers to amend the boundaries of TID #6 to include this area. They will be challenged to keep the assessed valuation of all TID’s below 12% of the City’s entire valuation. Page 1 of 2 Page 3 of 4 • Update on City Activity - Sheppard reported that the Rec Center groundbreaking is scheduled for June 5th. The project, including a complete remodel of the existing building and a 6,000 SF addition, is scheduled to be completed in May 2026. Jimmy Johns is under construction and is expected to be completed in July. RDA is proceeding with eminent domain on the 5 remaining SIST properties. Executive Auto has new owners who intend to remodel the building and site. The United Methodist church is merging with the Presbyterian church. They intend to sell both buildings. They are looking at a new site, the church on the hill. • Update on SCEPI Activity - Thillman reported an active search. A company is looking for a 10-20 acre property to construct an agricultural processing facility. The potential facility could employ up to 90 workers. Thillman also continues to work on housing issues. FUTURE AGENDA ITEMS • Sheppard indicated that the Dearco expansion project will return at a future meeting.
