Sawyer Street, Shawano, WI 54166 CALL TO ORDER • The meeting was called to order by Kerber at 7:00 AM. PLEDGE OF ALLEGIANCE ROLL CALL OF MEMBERS • Members present: Dave Kerber, Scott Nordin, Curt Preston, Jim Meyer, Todd Doberstein, Jack Young, Chuck Felts and Rhonda Strebel. • Absent: None. • Others present: Eddie Sheppard, Peter Thillman, Lesley Nemetz, Bruce Milavitz, Dave Moesch, Brian Della, Bruce Gomm, Matt Pleshek, Bob Krause, Ryan Krause and Jim Zierden. APPROVAL OF AGENDA • Motion to approve agenda by Felts, seconded by Meyer, motion carried. APPROVAL OF PRIOR SHAWANO INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMITTEE MEETING MINUTES • Minutes of October 16, 2025 approved. Motion by Strebel, seconded by Meyer, motion carried. CORRESPONDENCE • None. PUBLIC COMMENT • None. CONSIDER/APPROVE ACTION ITEMS • Timber Trail Subdivision Presentation/Pine View Estates Presentation:  Sheppard introduced Bob & Ryan Krause and Jim Zeirden, owners of Pine View Estates. He then provided maps and cost estimates of the proposed development. The 1st phase of the proposed expansion includes development of 24 lots and a stormwater pond. The City anticipates participating in the storm pond construction as it will serve as a regional storm pond. The total development will include about 60 lots with an estimated site development cost of $2.2M. Utilities serving the development will be extended from Lieg Avenue. Each lot will have 2 housing units with 1420 S.F. of living space and a full basement. Units will have 3 bedrooms and 2 baths. The selling price per unit will be about $340k. The project is within TID #7 which will close in 2036. Sheppard will follow up with a TID payback estimate. • Update on City Activity:  Sheppard reported that the Rusch Road development is moving forward. The DNR has flagged the property as potential Karner Blue Butterfly habitat. This won’t stop the project, but the area will be studied for the presence of wild lupine plants which the butterflies need for reproduction.  Shawano Family Dentistry is moving forward despite issues with the lender. They will revise their Page 1 of 2 Page 3 of 4 agreement to satisfy the issue.  Lowney’s Landscaping is looking to develop a business office on E. Green Bay Street east of the state office building on the south side of the street. They will use the facility as an office only. No materials, plants or trees will be stored on the site.  Thillman updated us on the Waterstradt property. The potential developer is studying a more dense development, possibly 8-unit town homes. • Update on SCEPI Activity:  Thillman reported being contacted by a number of small businesses who are looking at Shawano.  Thillman also reminded us that the opportunity zone is scheduled to end next year. This program needs to be renewed as it’s particularly important for Shawano. The program promotes investment through tax incentives. FUTURE AGENDA ITEMS • Further information on Pine View Estates.
