CALL TO ORDER
• The meeting was called to order by Kerber at 7:00 AM.
PLEDGE OF ALLEGIANCE
ROLL CALL OF MEMBERS
• Members present: Dave Kerber, Scott Nordin, Curt Preston, Jim Meyer, Todd Doberstein, Jack Young, Chuck
Felts and Rhonda Strebel.
• Absent: None.
• Others present: Eddie Sheppard, Peter Thillman, Lesley Nemetz, Dave Moesch, Bob Krause, Ryan Krause and
Jim Zierden.
APPROVAL OF AGENDA
• Motion to approve agenda by Meyer, seconded by Preston, motion carried.
APPROVAL OF PRIOR SHAWANO INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMITTEE
MEETING MINUTES
• Minutes of November 20, 2025 approved. Motion by Strebel, seconded by Felts, motion carried.

PUBLIC COMMENT
• None.
CONSIDER/APPROVE ACTION ITEMS
• Pine View Estate Subdivision Update:
Sheppard presented layouts and estimates for the proposed development. The first phase of the proposed
expansion includes development of 24 lots and a stormwater pond. The second phase will have 40 lots. The
total development will include about 64 lots with an estimated site development cost of $2.2M. Each lot will
have a housing unit with 1420 S.F. of living space and a full basement. The units will have 3 bedrooms and 2
baths. Construction on Phase 1 is expected to be completed by 2028. Phase 2 should be completed by 2035.
Sheppard said he will have a draft of the developer’s agreement for review at our next meeting.
• Update on City Activity:
Sheppard reported that work to cut trees for the proposed Lowney’s Landscape Center business office has
started. The office will be located on E. Green Bay Street near Walmart. Plants, trees and other landscape
materials will not be stored on this property.
IHOP will be performing alterations to become an IHOP/Applebee’s. Both menus will be served all day. There
are other locations in the state where the combination is operating successfully.
The transfer station is now being operated solely by the City of Shawano. Shawano County no longer
participates in this operation.

Sewer and water will be extended to serve existing and future hangars at the airport. This action is expected to
promote further development at the airport which had been hindered by the lack of sewer and water services.
A meeting has been scheduled with Dalton Rusch to further discuss development of the Waterstradt property.
The Tadych development is on schedule. They will need clean fill and are looking for sources.
The City will not be pursuing development of a Data Center at this time.
Sheppard notified us that Brian Della is no longer serving as the City’s finance director. They are looking for a
replacement.
• Update on SCEPI Activity:
Thillman was questioned regarding the need for additional housing units, given the number of units proposed
and recently constructed. He reported that the housing study should be re-examined because the population
base of Shawano County has been increasing. The current study, which identified the need for 5000 additional
units in the County, is based on a declining population.
Young asked if a general discussion on affordable housing could be added to a future agenda.
