City of Sidney Montana’s Sunrise City 115 2nd Street S.E., Sidney, Montana - 406-433-2809 Local Government Review Board 4-10-25 Minutes March 10, 2025 at 5:30 PM 1. Call to Order Chair Sergent called the regular meeting of the Local Government Review Board to order at 5:30pm. Present was Board Members Sergent, Whiteman and Mayer. Other's present was Mayor Norby and Clerk/Treasurer Chamberlin. 2. New Business a. November 21st, 2024 Minutes Motion was made to approve. Motion made by Mayer, Seconded by Whiteman. Voting Yea: Sergent, Whiteman, Mayer b. January 16th, 2024 Minutes Motion was made to approve. Motion made by Whiteman, Seconded by Mayer. Voting Yea: Sergent, Whiteman, Mayer c. February 3rd, 2025 Minutes Motion was made to approve. Motion made by Mayer, Seconded by Whiteman. Voting Yea: Sergent, Whiteman, Mayer d. Forms of Government Discussion The City of Sidney is an equal opportunity provider.  Chair Sergent stated Clerk/Treasurer Chamberlin emailed to the committee and provided the information on the forms of government in the packet. Mr. Mayer stated that after reviewing the multiple forms he only see's two that are feasible for Sidney, the current Mayor-Council format or the Manager-Council format. He stated he reached out to some contacts at the municipalities that have the manager form of government and it seems that the commonality in why they switched, other than size, was confidence in or overreach of City Council and Mayor positions and financials and administration being more than an elected position could appropriately handle. Chair Sergent stated she agreed and that the current form seems to be working well as we do not currently have these issues. Mr. Whiteman agreed and Mr. Mayer stated he feels our city government is currently stable and the financials are well managed. Clerk/Treasurer Chamberlin stated the Board is required to do public hearings and community outreach and this may be one of the areas that they want to request public participation. She stated that this will ensure that they Board knows how the community currently feels and make an informed decision. She stated that if the Board agrees, she could do a social media campaign along with articles in the newspaper inviting the public to attend the next regular meeting. Mr. Mayer suggested reaching out to the Local Government Center for graphics and information. It was the general consensus of the Local Government Review Board to hold a public hearing on the forms of government at their next quarterly meeting, with Clerk/Treasurer Chamberlin creating information to inform the public prior to the meeting. She stated she will email out any information prior to posting for the Board to review. 3. Old Business Nothing. 4. Questions/ Comments from Public Nothing. 5.
