Park and Recreation Committee Meeting Minutes October 13th, 2020 5:30PM Present: Kali Godfrey, Tami Christensen, Janet Sergent Absent: None Visitors: Clerk/Treasurer Chamberlin, PWD Hintz, George Biebl, Mary Demro and Allen Godfrey of A&E Architects Due to the current COVID-19/Coronavirus pandemic and rising cases in Richland County, the October 13th, 2020 meeting of the Sidney City Council Park and Recreation Committee will be held via phone conference only. The public is invited to participate in the meeting by calling 1 (872) 240-3311, access code 320-948-093. Rules of the Meeting: Mayor Norby will take roll call at the beginning of the meeting, if you join after this has happened please announce you are present for official minutes. Mayor Norby will call for public comment, then Council member comment, then ask for a motion on each agenda item. If you are calling for an item not listed on the agenda, you will be asked to speak under visitors. Please announce your name prior to making comment, do not speak over or at the same time as others, and keep your phone on mute when not making comment. Quilling’s Park Restroom Facility: PWD Hintz stated A&E Architects were hired to create the drawings of the proposed Quilling’s (East) Park Restroom Facility. He stated their estimated cost for rehabbing the existing building and rebuilding a new building are basically the same, around $60,00 to $80,000. He stated once the plans were done, which A&E did under the Council approved contract for approximately $10,000, he solicited bids from local contractors, but the bids came in at $200,000 or over. He further stated the A&E are willing to do the bidding process, reaching out further in the State to get more bids, and to be onsite for the construction, which will cost an additional $10,400. PWD Hintz stated another option that could be pursued is doing a wood structure, instead of concrete blocks, which should be less expensive. He stated the City usually uses concrete blocks as they last longer, as the current structure has lasted 50 plus years. City Clerk/Treasurer asked if the Veteran’s Park Irrigation System is still a go, and if so how much will it cost and where are these projects going to be paid out of. PWD Hintz stated both or either would come out of Park Impact Fees and the irrigation system could cost up to $100,000. Clerk/Treasurer Chamberlin stated there is only $110,000 in Park Impact Fees, with no new revenue coming into that account. She stated there is also still a chance that with the new bids for the restroom facility will come in at $200,000. Alderwoman Christensen stated the restroom facility needs to use the concrete blocks. Alderwoman Godfrey asked if the irrigation system is more essential to be done than the restroom facility and PWD Hintz stated both need to be done for various reasons, but the design for the irrigation system is already done and that the City could pursue Inter-cap loans for these projects. Alderwoman Christensen stated these are low interest at 2.5%, but the rates are variable, changing every February. Alderwoman Godfrey stated she has concerns on return on investment with doing a $200,000 park restroom. PWD Hintz stated Quilling’s Park is not the only park that needs new buildings and that the current facility in Quilling’s Park is 50 years old and has been out of ADA compliance for 20 years. Clerk/Treasurer Chamberlin stated she has concerns that either project qualifies for impact fees, as the ordinance clearly states that they cannot be used to correct deficiencies existing prior to impact fees or for operation or maintenance issues. Ms. Demro stated she agrees the best move for durability and value will be the concrete block structure and that plans that have been drawn can be used any time in any location, as they are owned by the City now and do not expire. She stated there has been fluctuations in bidding processes, so understand those concerns. Mr. Godfrey stated the $10,400 is not just for bidding, rather that cost is approximately $3,500, the rest is for overseeing the construction, which they will not charge for if the City does not accept bids. Alderwoman Sergent stated she feels it should be looked into if impact fees can be used, and Alderwoman Godfrey and Alderwoman Christensen agreed. PWD Hintz stated he and Clerk/Treasurer Chamberlin will look into it and report back to the Committee. Clerk/Treasurer Chamberlin stated she would also like to look into the possibility of refunding the City for projects done since the impact fees have gone into place that could have qualified for impact fee use.
