Park and Recreation Committee Meeting Minutes October 28th, 2020 5:00PM Present: Kali Godfrey, Tami Christensen, Janet Sergent Absent: None Visitors: Mayor Norby, Clerk/Treasurer Chamberlin, PWD Hintz Due to the current COVID-19/Coronavirus pandemic and rising cases in Richland County, the October 28th, 2020 meeting of the Sidney City Council Park and Recreation Committee will be held via phone conference only. The public is invited to participate in the meeting by calling 1 (224) 501-3412, access code 846-058-525. Rules of the Meeting: Mayor Norby will take roll call at the beginning of the meeting, if you join after this has happened please announce you are present for official minutes. Mayor Norby will call for public comment, then Council member comment, then ask for a motion on each agenda item. If you are calling for an item not listed on the agenda, you will be asked to speak under visitors. Please announce your name prior to making comment, do not speak over or at the same time as others, and keep your phone on mute when not making comment. Impact Fee Update: Clerk/Treasurer Chamberlin stated PWD Hintz and herself attempted to reach out to Mr. DeGrandpre, but after no response it was decided to reach out to the City Planner Forrest Sanderson for an opinion on the two park projects in question for Park Impact Fees. She stated Planner Sanderson did a quick review of the impact fees and has issued an opinion that no impact fees, for any of the funds, be spent until after a complete review of all of the impact fees. She stated it is State Law that requires routine review of these, and the City is due, which is why Planner Sanderson issued this opinion. He stated he could do this review under his current contract, at the direction of the City Council, and that it would not trip a contract increase immediately, but it might happen later in the fiscal year, depending on other planning items. Motion was made to recommend the City Council approve Planner Sanderson and KLJ do a complete review of the impact fees and to not allow any spending of impact fees until the review is complete by Alderwoman Christensen and Alderwoman Sergent seconded. With no further discussion, all present voted aye. Park and Rec Board Mayor Norby stated he is asking the Park and Rec Committee to dissolve the Park and Rec Board. He stated they have done a great job but that he feels the meaning of the board has been lost. He stated by doing this it would put more tasks on the Committee, including the review of the Park Use Agreements. Alderwoman Christensen stated the Board served a very important purpose when groups were receiving funding, but now that they are not she feels the Committee can handle the tasks. Mayor Norby agreed, stating that the activities and processes have changed since the Board was implemented. Alderwoman Godfrey stated she has noticed high duplication, disconnect with the Council and the public does not understand the process. Clerk/Treasurer Chamberlin stated some of the tasks they are doing, such as changes to agreements, should be coming back to the Council and have not. Alderwoman Christensen stated the Board members can still do volunteering, such as the Beautifying Sidney, just through the City. Motion was made to recommend the moving forward with the dissolving of the Park and Recreation Board and have the Park and Rec Committee of the City Council assume the necessary duties by Alderwoman Christensen and Alderwoman Sergent seconded. With no further discussion, all present voted aye. PWD Hintz stated since he joined it has never been clear to him what the exact purpose of the Board is, but that the Board should be aware of this on the agenda for Monday night to be a part of the discussion. Clerk/Treasurer Chamberlin agreed and stated she will email the Board and invite them to call in to the meeting.
