MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD NOVEMBER 11, 2020 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on November 11, 2020. The meeting was called to order by Mayor John Turner. Roll Call: Sappington, Hunt, Smiley, Burns, Rissler, Carroll, Coleman— Present. City Representatives Present: Phillip Patterson, City Administrator; Renea Ellis, City Clerk; Jeremey Criner, Fire Chief; Ben Rhoads, Sr. City Planner; Jay Williams, City Attorney; Steve Gorszczyk, Public Works Director; Don Clark, Community Development Director; Justin Bland, City Engineer; Christina Petriches, Finance Director; Phil Stokes, Electric Director; and Police Chief Allan Gilbert. Opening prayer. Director Burns led the opening prayer. Public Input: No one came forward. Consent Agenda: A. Budget Workshop Minutes, November 3, 2020 B. Regular Meeting Minutes, November 3, 2020 C. Appointment/ City of Siloam Springs, AR Public Education Facilities Board( John Brown University)/ Ron Harp D. Amended 2020 Surplus Declaration E. Resolution 52- 20/ Final Plat Development Permit/ Endura Park Addition/ 14701 North Country Club Road F. Resolution 53- 20/ Significant Development Permit/ Endura Park, LLC/ 14701 North Country Club Road( The Commons at Endura Park) G. Resolution 54- 20/ 2021 Compensation Plan Director Hunt asked that item E be pulled from the Consent Agenda for further discussion. Turner noted the item would be pulled. A motion was made by Smiley and seconded by Burns to approve the remaining consent items. Turner called for a roll call vote. Motion passed unanimously. Item E: Resolution 52- 20/ Final Plat Development Permit/ Endura Park Addition/ 14701 North Country Club Road. Ben Rhoads briefed the item. Questions regarding drainage were addressed by Justin Bland. A motion to approve Resolution 52- 20, with staffs recommended conditions, was made by Hunt and seconded by Rissler. Motion passed unanimously. d Item H: Ordinance 20- 28/ 3` Reading/ Annexation of 39. 22 acres/ 14701 North Country Club Road. Ben Rhoads briefed the item. A motion was made by Smiley and seconded by Burns to place Ordinance 20- 28 on its third reading, suspending the rules and reading title only. Motion passed unanimously. Board of Directors Meeting Minutes Page I 2 November 17, 2020 An ordinance entitled: An Ordinance Accepting the Annexation of Certain Territory Described as the Endura Park Addition to the City of Siloam Springs, Arkansas and Assigning Same to a Ward; was read on its third reading. A motion to adopt Ordinance 20-28 was made by Sappington and seconded by Smiley. Motion passed unanimously. d Item I: Ordinance 20- 30/ 2° Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezoning from R- 2 to C- 2/ 125 A& B East Kenwood Street. Ben Rhoads briefed the item. A motion was made by Hunt and seconded by Bums to place Ordinance 20- 30 on its second reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: An Ordinance Amending Section 102- 21 of the Siloam Springs Municipal Code( City Zoning Map); Rezoning( from R- 2 to C- 2) Property Located at 125 A& B East Kenwood Street; was read on its second reading. d Item J: Ordinance 20- 31 / 2° Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezoning from A- 1 to R- 1 / Villa View Subdivision. Ben Rhoads briefed the item. A motion was made by Smiley and seconded by Carroll to place Ordinance 20- 31 on its second reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: An Ordinance Amending Section 102- 21 of the Siloam Springs Municipal Code( City Zoning Map); Rezoning( from A- 1 to R- 1) Property Located at the 2100 to 2500 block of Villa View Drive, the 2100 to 2700 block of Orchard Hill Road, and the 1800 to 1900 block of Sycamore Heights Road, all within the Villa View Estates Addition; was read on its second reading. d Item K: Ordinance 20- 32/ 2° Reading/ Amending Chapter 102— Zoning/ Fence and Driveway Permits. Ben Rhoads briefed the item. A motion was made by Smiley and seconded by Burns to place Ordinance 20- 32 on its second reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: An ordinance Amending Chapter( 102 Zoning Code) of the Municipal Code with Respect to Paving and Fence Permits and Other Matters; was read on its second reading. Item L: Resolution 55- 20/ Adopt 2021 Budget. Phillip Patterson explained the budget amendment. Christina Petriches recapped the budget. Following comments from the Board, a motion to approve Resolution 55- 20 was made by Smiley and seconded by Hunt. Motion passed unanimously. Item M: Sager Creek Study Update. Don Clark gave an overview of what was included in the study and what was planned moving forward. Comments from the Board were received. Administrator' s Report: Patterson reported an expenditure in the electric department for$ 38, 217. 00 for pad mounted switch gear for inventory and general line extensions; reported sales tax numbers in the month of October were up 10. 7% for the month and 13. 4% for the year in the city, and up 1. 8% for  Board of Directors Meeting Minutes Page 3 November 17, 2020 the month and 7. 4% for the county; reported on dwelling unit counts; gave a COVID update and thanked Adrienne Barr for her service. Mayor thanked Director Carroll for filling in for him at the first meeting in November; commented on the program that was hosted by the Veterans of Foreign Wars and encouraged everyone to support their efforts monetarily; and stated that Siloam was a giving community. Directors Reports: Sappington expressed appreciation for the veteran volunteers; stated the Manna Center had given away 1 million pounds of food; stated people in need of rental assistance could contact her for a link to apply for the same; pointed out the American Legion was hosting bingo on Monday nights at the community building; and wished everyone a happy Thanksgiving. Rissler reminded everyone of the reverse Christmas parade on December 6th at John Brown being hosted by the Heritage League; expressed a desire for the city to use RFP' s instead of RFQ' s in the future with scoring sheets provided to the Board; and wished everyone a happy Thanksgiving from her family. Carroll expressed an admonition to the public, to check on your neighbors, maintain unity and caring; be kind. Smiley thanked Petriches for the budget, Clark for the Sager Creek update and Barr for her service; pointed out the" Click it or Ticket" campaign the police department would be participating in; thanked the ladies who had decorated the gazebo; congratulated Aaron Hollenback for his 15 years of service to the city; wished everyone a happy Thanksgiving; and stated be kind. Coleman congratulated Barr, Petriches and staff for their work on the budget; pointed out the parade would be watching the citizens go by this year; and stated there would be a" Breakfast with Santa" this year but said the food would be served to go and pictures would be available. Hunt pointed out this year creativity had been stretched; congratulated JBU on their COVED policies; asked to remember students traveling abroad in prayer; thanked staff for the work on the Christmas decoration contest; and wished everyone a happy Thanksgiving. Burns thanked staff for the budget presentation, the budget workshops and transparency; encouraged citizens to bring public comments; said he had enjoyed the fall colors and northwest Arkansas over Veteran' s Day weekend; thanked staff for the dwelling unit report; and pointed out a need to preserve our historic district and Sager Creek. With no further business, a Motion to adjourn was made by Burns and seconded by Carroll. A voice vote was called. Motion passed unanimously. Meeting adjourned.
