MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD DECEMBER 15, 2020 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on December 15, 2020. The meeting was called to order by Mayor John Turner. Roll Call: Sappington, Hunt, Smiley, Burns, Rissler, Carroll, Coleman— Present. City Representatives Present: Phillip Patterson, City Administrator; Renea Ellis, City Clerk; Jeremey Criner, Fire Chief; Ben Rhoads, Sr. City Planner; Jay Williams, City Attorney; Don Clark, Community Development Director; Justin Bland, City Engineer; Christina Petriches, Finance Director; Steve Gorszczyk, Public Works Director; Phil Stokes, Electric Director; Police Chief Allan Gilbert; Misty McGlothlin, HR Manager; and Holland Hayden, Public Information Officer. Opening prayer. Director Smiley led the opening prayer. The City acknowledged Aron Hollenback, Sandy Leutjen and Judge Stephen Sloan Thomas, who are all retiring from the city with a combined total of 87 years of service; each was presented a certificate of appreciation. It was announced Judge- Elect A.J. Anglin would be the new District Court Judge. Public Input: Tom Lundstrum read two House of Representative Citations, which were provided by State Rep. Robin Lundstrom; one honoring John Turner and one honoring Bob Coleman for their service to the City of Siloam Springs. Consent Agenda: A. Workshop Minutes, December 1, 2020 B. Regular Meeting Minutes, December 1, 2020 C. Inter-Agency Service Agreement/ Benton County Convenience Center/ Benton County Solid Waste District D. Proclamation/ National Day of Racial Healing E. Resolution 62- 20/ Amend 2020 Budget F. Appointment of Comprehensive Plan Advisory Committee G. Airport Bid Acceptance/ ADA Grant Application/ Construction Contract/ Pavement Marking Rehabilitation A motion was made by Smiley and seconded by Sappington to approve the consent agenda. Turner called for a roll call vote. Motion passed unanimously. 2nd Item H: Ordinance 20- 33 / Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezoning from R- 2 and R-3 to I- 1 / 900 Block of East Harvard Street. Ben Rhoads briefed the item and pointed out a scrivener' s error. Justin Bland addressed the Board regarding drainage Board of Directors Meeting Minutes Page 12 December 15, 2020 concerns that had been brought up at the previous meeting. The applicant, Jason Duggar, announced he was present and available for questions. A motion was made by Smiley and seconded by Burns to place Ordinance 20- 33 on its second reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: An Ordinance Amending Section 102- 21 of the Siloam Springs Municipal Code( City Zoning Map); rezoning( from R- 12 and R- 3 to I- 1) property located at the 900 Block of East Harvard Street; was read on its second reading. rd Item I: Ordinance 20- 34/ Reading/ Amending Chapter 54— Annexation/ Zoning Permits. Ben Rhoads briefed the item. A motion was made by Burns and seconded by Carroll to place Ordinance 20-34 on its second reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: An Ordinance Amending Chapter 54( Land Use Code) of the Municipal Code with Respect to Annexation and Zoning Development Permits; was read on its second reading. Item J: 2020 Street and Sidewalk Project Update. Steve Gorszczyk gave an update to the Board on various street and sidewalk projects completed in 2020 within the city and of upcoming projects in 2021. Administrator' s Report: Patterson" roasted" Mayor Turner and Director Coleman; read a proclamation sent by Arkansas Municipal League and Turner he would be a" Lifetime Member" of AML; read a from Congressman Steve Womack; reported an expenditure in the electric department of$ 40, 280. 63 for inventory; city and county sales tax numbers were up for November 19% for the city; 12% for the county, and 14% YTD for the city and 8% YTD for the county; gave an update on COVID numbers as of December 7, 2020, urged the audience to wear masks, wash hands frequently, and maintain social distancing; reported a" Year End Snap Shot" of highlights and accomplishments by all departments; thanked Turner and Coleman for their service and wished everyone a Merry Christmas. Turner stated he believed a city administrator form of government for a city of Siloam' s size was best; that departments cooperate with each other; the city had an amazing staff, including the city administrator; and he was proud of his accomplishments and it had been an honor and privilege to serve. Directors Reports: Hunt thanked Turner and Coleman; congratulated staff on the snapshot report; thanked the Heritage League and city staff for the parade; congratulated the retirees and AJ Anglin; Lundstrom for the donation; and said the downtown lights looked great. Carroll told Turner and Coleman it has been a privilege to serve with them; that as Vice Mayor he had Board of Directors Meeting Minutes Page 13 December 15, 2020 attended via Zoom Girl Scout Troop 5026' s meeting and talked to them about local government; he asked the Board to set the tone that would permeate throughout the city and staff; and said he looked forward to the future of Siloam Springs. Sappington thanked Tuner and Coleman; and said we were fortunate to live in a supportive community. Smiley told Turner and Coleman it had been a pleasure to work with them; commended them as ambassadors of the city, their class, integrity, and as board members; commended Cathi Coleman and Kathy Turner for the help they had given their spouses and the community; congratulated the retirees; commended staff; thanked Patterson and Gorszczyk for the reports; and read a poem about the best gifts that we can give each other. Burns said he had requested a copy of the ethics violations from Patterson that had been filed against city directors; explained to the audience how Executive Session works in local government; said he was concerned that the confidentiality had been broken; thanked Coleman, Turner and Judge Thomas for their years of service; pointed out that Memorial Park and the Chautauqua Amphitheatre vision had come to fruition and that they were great economic development projects; stated with regard to COVID— stay strong, put others above self and wear masks; support local and enjoy the holidays. Rissler congratulated Turner and Coleman and said how much she appreciated them both and what they have done for the community; stated city employees are the best; thanked Hunt for her idea to compete decorating housing; and said thank you for the parade— it was amazing. Coleman thanked his wife of 42 years, Cathi, for her support; Lundstrom for the acknowledgement; Parks & Rec for the phenomenal light displays; the Heritage League for the parade and Breakfast with Santa; the residents for their confidence and support; Turner for his leadership; for city staff who he said there were no greater group of people; Patterson for bringing Siloam to a new chapter; said he was honored to serve with the Board members; recited a poem; and encouraged the Board to move forward with what makes Siloam Springs great. With no further business, a Motion to adjourn was made by Director Coleman and seconded by Director Smiley. A voice vote was called. Motion passed unanimously. Meeting adjourned.
