MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD JANUARY 19, 2021 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on January 19, 2021. The meeting was called to order by Mayor Judy Nation. Roll Call: Sappington, Hunt, Smiley, Bums, Rissler, Carroll, Allen— Present. City Representatives Present: Phillip Patterson, City Administrator; Renea Ellis, City Clerk; Ben Rhoads, Sr. City Planner; Jay Williams, City Attorney; Phil Stokes, Electric Director; Don Clark, Community Development Director; and Police Chief Allan Gilbert. Opening prayer. Director Sappington led the opening prayer. Public Input: No one came forward. Consent Agenda: A. Regular Meeting Minutes, January 5, 2021 B. Election of Board of Director/ Illinois Water Development Company, Inc./ Siloam Springs Water Resource Company, Inc./ Mayor Judy Nation G. Purchase/ Electric Department/ Tree Trimming Bucket Truck/ Altec Industries/$ 216, 047. 00 H. Ground Lease/ Airport/ Upward Investments, LLC I. Property Purchase/ Budget Amendment/ Administration/ 905 E. University/$ 30, 000 Sappington asked that item I be removed from the consent agenda to allow clarification for what was to be done with the structure on the property. A motion was made by Smiley and seconded by Sappington to approve the remaining consent agenda items. Nation called for a roll call vote. Motion passed unanimously. Item I: Don Clark explained to the audience the intent for the structure. A motion was made by Sappington and seconded by Carroll to approve the purchase. Motion passed unanimously. 2nd Item G: Ordinance 21- 01 / Reading/ Annexation of 30.03 acres/ 14505 North Country Club Road. Ben Rhoads briefed the item. A motion was made by Smiley and seconded by Bums to place Ordinance 21- 01 on its second reading, suspending the rules and reading by title only. Motion passed unanimously. An ordinance entitled: An Ordinance Accepting the Annexation of Certain Territory described as The Mission Hill Addition to the City of Siloam Springs, Arkansas and Assigning same to a Ward; was read on its second reading.  Board of Directors Meeting Minutes Page I 2 January 19, 2021 Staff Reports: Patterson reported expenditures in the electric department for$ 37,670 for Inventory/ General Line Extension Water— Base and Stone; 53, 625 for inventory/ general water- line extension 21" water pipe; $ 46, 546 for inventory— highway 412 lighting project for 30 fiberglass round, tapered bypass poles; and gave a COV1D update, including the vaccination process. Directors Reports: Mayor Nation congratulated Craig Taylor and John and Kathy Turner for being selected Pioneer Citizens of the year. Smiley thanked the citizens for allowing her to attend the Arkansas Municipal League' s winter conference via Zoom; pointed out the keynote speaker' s comments about how Economic Development was about quality of life and how Siloam had so many of the amenities he referenced; congratulated Craig Taylor and John and Kathy Turner for being selected Pioneer Citizens of the year, and Katie Rennard for being selected Outstanding Civic Leader; thanked staff for the phone cards; pointed out the city was hiring, and to check out the city' s website for job openings. Burns stated that Martin Luther King Day was, for him, a time to reflect and put things into perspective; that Siloam was rich, including the number of churches; pointed out the armory had received a new tank that looks great; how the police department had been dealing with some serious issues and that he appreciated its hard work and quick resolve to issues; thanked the fire department for the lift assist; pointed out several quality of life amenities that were all free to the citizens; and mentioned the fire and police departments lining up for a parade to fill a" Make a Wish" request. Sappington pointed out the Manna Center had been chosen by the Chamber as non- profit of the year; stated public input would be welcomed for the sidewalk going in on Lake Francis and Washington Street; pointed out new homes being built in her neighborhood and said Siloam was worth coming to live in. Hunt thanked staff for the pocket card; expressed appreciation to the street department' s quick response to a citizen concern; announced that the 19th was National Day of Racial Healing and an opportunity to bring people together; read an excerpt from a letter she had received regarding the lack of respect shown by citizens for the community; and pointed out that our actions impact others and how city codes were a way to protect all citizens. Rissler said she and her family continue to pray that our community stays safe and is blessed this year. Carroll congratulated Craig Taylor and John and Kathy Turner for being selected Pioneer Citizens of the year and was glad to see them honored; Siloam has a positive quality of life; and that he is looking forward to a strong year. Allen pointed out Martin Luther King and John F. Kennedy' s impact and said he thought neither of them would recognize our country with all the negative things happening and urged people to ask God for the betterment of the United States and the world and to follow Dr. King and President Kennedy' s lead. With no further business, a Motion to adjourn was made by Allen and seconded by Burns. A voice vote was called. Motion passed unanimously. Meeting adjourned. A =.›) ..
