MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD MARCH 15, 2022 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on March 15, 2022. The meeting was called to order by Mayor Judy Nation at 6: 30 pm. Roll Call: Smiley, Burns, Hunt, Sappington, Allen. Carroll— Present. Rissler— Absent. City Representatives Present: Phillip Patterson, City Administrator; Renea Ellis, City Clerk; Chief Jeremey Criner, Fire Department; Captain Derek Spicer, Police Department; Ben Rhoads, Sr. City Planner; Steve Gorszczyk, Public Works Director; and Jay Williams, City Attorney. Opening prayer. Director Hunt led the opening prayer. The mayor led the Pledge of Allegiance. Public Input: The mayor asked if there was anyone in the audience who would like to address the Board on any item not on the regular agenda. No one came forward. The mayor asked if there were any comments from the audience regarding an item on the Consent agenda. No one came forward. Consent Agenda: A. Regular Meeting Minutes/ March 1, 2022 B. Resolution 17- 22/ Administering the Recording of Municipal Meetings C. Purchase/ Public Works Department/ Sanitation Division/ Side- Load Trash Truck/ J& R Equipment, LLC of Oklahoma City/$ 305, 384. 00 A motion was made by Smiley and seconded by Carroll to approve the Consent Agenda items. Nation asked for a roll call vote. Motion passed unanimously. d Item D: Ordinance 22- 07 / 2" Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezoning from R-3 to R-2/ 2100 to 2400 Block of East Kenwood Street/ Fox Tail Addition( South). Ben Rhoads briefed the item. Jessie Fulcher, on behalf of the applicant, requested the Board place this d d on its 2" and 3` reading. A motion was made by Hunt and seconded by Allen to place Ordinance 22- 07 d d on its 2" and 3' reading, suspending the rules and reading by title only. Motion passed unanimously. An ordinance entitled: An Ordinance Amending Section 102- 21 of the Siloam Springs Municipal Code city zoning map); Rezoning( from R-3 to R-2) Property Located at the 2100 to 2400 Block of East d Kenwood Street; was read on its 2" and third reading. Board of Directors Meeting Minutes Page 12 March 15, 2022 A motion to adopt Ordinance 22- 07 was made by Sappington and seconded by Carroll. Motion passed unanimously. ld Item E: Ordinance 22- 08 / 2`Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezoning from R-4 ( conditional) to R- 4( standard)/ 1200 Block of South Holly Street( Dogwood Terrace Apts.). Ben Rhoads briefed the item. A motion was made by Carroll and seconded by Bums to place Ordinance 22- 08 on its 2nd reading, suspending the rules and reading by title only. Motion passed unanimously. An ordinance entitled: An ordinance entitled: An Ordinance Amending Section 102- 21 of the Siloam Springs Municipal Code( city zoning map); Rezoning( from R-4 with conditions to a standard R-4 zone) Property Located at the 1200 Block of South Holly Street; was read on its 2nd reading. Item F: Patterson pointed out a copy of the January 2022 financials had been provided and any questions should be directed to him or Christina Petriches. Item G: Administrator' s Report: Patterson reported to the Board about the items on the attached report; announced he would be in Little Rock on Thursday to meet with the State 911 Board to argue Siloam should remain a PSAP; and that the Civic Club sign had been placed on Hwy. 412. Directors Reports: Bums asked to amend the agenda to include a resolution in support of Ukraine' s sovereignty. A motion was made by Smiley and seconded by Sappington to add Resolution 18- 22 to the agenda. Motion passed unanimously. Allen asked that in the future, a copy of the item be provided before the board meeting for the board' s review. Director Bums read the resolution. A motion was made by Smiley and seconded by Sappington to approve Resolution 18- 22. Motion passed unanimously. Bums then asked that the board consider Sunday sales of alcohol as an additional source of revenue for the city. Lastly, Bums stated he was thankful for freedom. During the directors' reports, directors indicated their approval or disapproval of Sunday sales. Staff was directed by the majority to bring the question to them for consideration in a workshop. Sappington pointed out the Arkansas Homeowners Assistance Funds; stated that today was the final meeting on the comprehensive plan; praised Ben Rhoads for his work on the plan; encouraged the audience to go to the city' s website to see the plan' s updates; stated she believed the city should never approve minimum standards for developers; and asked about backyard chickens. Carroll said he was looking forward to spring; and hoped we had a morale skyrocket out of the pandemic. Smiley pointed out spring break was next week and to watch out for children; that there would be a free movie held at the library at 11 am during the week; stated the city' s website had tips to save on electric bills; pointed out brush pickup was once a month and picked up by zones; reminded the audience about the city' s leash law; and wished everyone a Happy Saint Patrick' s Day. Allen said the civic sign looks great but wished the city' s logo stood out more; said he wanted the board to consider fencing around detention ponds; asked if liquor sales were allowed in other places in the state and about the November ballot issue; expressed concerns about bird flu and backyard chickens. Hunt expressed he gratitude to the civic organizations and non-profits in the city; and that she appreciated those who prayed for the board, city staff and the city. Board of Directors Meeting Minutes Page 13 March 15, 2022 With no further business, a Motion to adjourn was made by Hunt and seconded by Smiley. Due to a misinterpretation relating to the 8' wall along the south property line of the plan, a minor variation will be made.
