MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD MARCH 19, 2024 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on March 19, 2024. The meeting was called to order by Mayor Judy Nation. Roll Call: Blair, Smiley, Wiles, Hunt, Rissler, Carroll, Allen— present. City Representatives Present: Allan Gilbert, City Administrator; Jene' Fain, Assistant City Clerk; Jay B. Williams, City Attorney; Scott Miller, Police Chief; Kris Paxton, Community Development Director; Kevin Moore, City Engineer; Jeremey Criner, Fire Chief. Director Blair led the opening prayer. Mayor Nation led the Pledge of Allegiance with the assistance of 5 students who appeared on behalf of the Ability Tree along with the Executive Director, Maddy Schultz. Nation asked if there were any comments from the audience regarding an item not on the City' s agenda. Katie Rennard, 702 E. Delaware, wanted to advise that the conversation around homelessness with Seven Hills, which was previously scheduled for April 11, 2024, has been moved due to the City Town Hall Meeting regarding annexation. The new date is April 18, 2024, and will take place at First Church. The mayor asked if there were any comments from the audience regarding an item on the Consent Agenda. No one came forward. Lease Agreement/ Boys & Girls Club of Western Benton County/$ 10. 00 A motion to approve the consent agenda as presented was made by Smiley and seconded by Rissler. Motion passed unanimously. Contracts and Approvals E. Mutual Settlement Agreement/ Ozark Electric Cooperative A motion was made by Allen and seconded by Rissler to approve. Motion passed unanimously. d Item F: Ordinance 24- 03 / 3` Reading/ Vacation of Alleyway / 809 E. University Street. Kevin Moore briefed the item. Jim Caldwell, 609 S. Oak Hill thanked the Board for their consideration. He thanked the staff for updating and streamlining the permit applications. He also thanks Gilbert Board of Directors Meeting Minutes Page 12 March 19, 2024 for meeting with him in December regarding overhauling the Community Development Policy Manual. He also appreciates him for requesting his and other voters input in the matter. A motion was made by Smiley and seconded by Carroll, to place Ordinance 24- 03 on its third and final reading, suspending the rules and reading title only. Motion passed 6- 1, with Wiles voting no. An ordinance entitled: AN ORDINANCE VACATING AND ABANDONING AN ALLEYWAY AT 809 EAST UNIVERSITY STREET; was read on its third and final reading. A motion to adopt Ordinance 24- 03 was made by Smiley and seconded by Rissler. Motion passed 6- 1, with Wiles voting no. d Item G: Ordinance 24- 04 / 2" Reading / Amending Section 102- 21 of the City Municipal Code/ Rezoning from I- 1 to R- 3/ 809 E. University Street. Kevin Moore briefed the item. A motion was made by Smiley and seconded by Allen, to place Ordinance 24- 04 on its second and third reading, suspending the rules and reading title only. An ordinance entitled: AN ORDINANCE AMENDING SECTION 102- 21 OF THE SILOAM SPRINGS MUNICIPAL CODE ( CITY ZONING MAP); REZONING( FROM I- 1 TO R- 3) PROPERTY LOCATED AT 809 EAST UNIVERSITY STREET; was read on its second and third reading. A motion to adopt Ordinance 24- 04 was made by Smiley and seconded by Rissler. Motion passed unanimously. d Item H: Ordinance 24- 05 / Reading/ Master Street Plan Amendment / Right-of-Way 2" Determination. Kevin Moore briefed the item. A motion was made by Smiley and seconded by Rissler, to place Ordinance 24- 05 on its second reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: AN ORDINANCE AMENDING THE CITY OF SILOAM SPRINGS MASTER STREET; was read on its second reading. Item K: Ordinance 24- 07 / lst Reading / Vacation of a Utility Easement / 21000 Block of Davidson Road. Kevin Moore briefed the item. A motion was made by Smiley and seconded by Carroll, to place Ordinance 24- 07 on its first reading, suspending the rules and reading title only. Administrator' s Report— Attached. Directors Reports. Nation— Thank you, Ability Tree for coming and helping with the pledge. She feels it is important for young people to participate. Hunt— She thinks Carroll may be right and Spring is here. Thank you, Ability Tree for being here. She encourages everyone to attend Ability Tree' s fundraiser in the fall. She drove by the pickleball courts. They are underway and expect completion by May 1st. Thank you, Community Development, for streamlining their processes. Thank you to the library and staff for extending their hours. Thank you to Sanitation for Spring Cleanup. Wiles— He still won' t concede to Carroll that Spring is here. Blair— Spring Cleanup list ofwhat you can and cannot place beside the curb is on the city' s website under Spring/Fall Cleanup. Thank you, Sanitation for Spring Cleanup. It is offered to the residents free of charge. Reminder you can get mulch from Sanitation. Options and rates are on the city' s website. Rissler— She prays everyone has a blessed Easter. Carroll — Thank you Maddy and the Ability Tree. They perked him up today. Today is the first day of Spring. Smiley — She thinks it is important that the city does Spring Cleanup. She asks when you are digging for treasures beside the curb to please keep it tidy. Thank you, Ability Tree. She is looking forward to the eclipse. Reminder you can pick glasses up at the library. Do not forget the discussion on homelessness on April 18th at First Church. She hopes for a good turnout. Happy Easter to everyone. Allen— Thank you, Mayor. Thank you, Ability Tree. All five students present were contestants in last fall' s talent show. They had a lot of great contestants and talent. He was glad Maddy was here tonight and for having the heart for the job. He encourages everyone to attend the homelessness conference as it needs to be addressed. He thinks the extended hours at the library are great. He states the city is lucky to have Spring Cleanup. A list of what they will take is listed on the city website and social media accounts. The eclipse viewing will be between 12: 30 p. m. — 1: 30 p. m. Board of Directors Meeting Minutes Page 14 March 19, 2024 He would like to welcome Jene' Fain to the city. He has been very sick since January and missed a few meetings. He appreciates the prayers and phone calls. With no further business, a motion to adjourn was made by Allen and seconded by Rissler.
