MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD AUGUST 20, 2024 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on August 20, 2024. The meeting was called to order by Mayor Judy Nation. Roll Call: Hunt, Blair, Wiles, Allen, Carroll and Long— present; Rissler- absent. City Representatives Present: Allan Gilbert, City Administrator; Jene' Fain, City Clerk; Jay Williams, City Attorney; Scott Miller, Police Chief; Kris Paxton, Community Development Director; Ben Rhoads, Senior City Planner; Kevin Moore, City Engineer; Dustin Kindell, Fire Chief; and Phil Stokes, Electric Manager. Director Carroll led the opening prayer. Mayor Nation led the Pledge of Allegiance. Mayor Nation asked if there were any comments from the audience regarding an item not on the City' s agenda. Kathy McEnroe Coleman, 506 S. Elm Street addressed the board regarding the importance of integrity in the board elections. Her letter she read is attached; Larry Kenmore, 207 Western Hills Drive, he wants to thank the administrator and all staff for the July 4th Block party. He hopes to see it again in the years to come. He is a retired paramedic from Sacramento. There was a medical emergency at their church. He wants to thank Lt. Osbourn for his professionalism and care. Lt. Osbourn thanks Mr. Kenmore for his kind words and his amazing cod- workers at the Fire Department. The mayor asked if there were any comments on an item on the Consent Agenda. There were none. Consent Agenda A. Regular Meeting Minutes/ August 6, 2024 A motion to approve the consent agenda as presented was made by Long and seconded by Carroll. Motion passed unanimously. d Item B: Ordinance 24- 24/ 3` Reading/ Amending Section 102- 21 of the City Municipal Code/ Zoning Annexation Election Territory to A- I ( Agriculture). Kris Paxton briefed the item. A motion was made by Carroll and seconded by long, to place Ordinance 24- 24 on its third reading, suspending the rules and reading title only. Motion passed unanimously. Board of Directors Meeting Minutes Page f 2 August 20, 2024 An ordinance entitled: AN ORDINANCE AMENDING SECTION 102- 21 OF THE SILOAM SPRINGS MUNICIPAL CODE ( CITY ZONING MAP); ZONING TO A- 1 ( AGRICULTURAL) PROPERTY LOCATED WITHIN THE DESCRIBED ANNEXATION TERRITORY OF THE CITY OF SILOAM SPRINGS, ARKANSAS; was read on its third reading. A motion to adopt Ordinance 24- 24 was made by Long and seconded by Carroll. Motion passed unanimously. Item C: Ordinance 24- 27/ 2nd Reading/ Amending Section 102- 21 of the City Municipal Code Rezoning from R- 3 to P- D / 23006 Lawlis Road. Kris Paxton briefed the item. A motion was made by Long and seconded by Wiles, to place Ordinance 24-27 on its second reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: AN ORDINANCE AMENDING SECTION 102- 21 OF THE SILOAM SPRINGS MUNICIPAL CODE ( CITY ZONING MAP); REZONING ( FROM R-3 TO P- D) PROPERTY LOCATED AT 23006 LAWLIS ROAD; was read on its second reading. St Item D: Ordinance 24- 28/ 1 Reading/ Vacation of a Right- of-Way/ 1019& 1021 East Main Street. Kris Paxton briefed the item. A motion was made by ** and seconded by **, to place Ordinance 24-28 on its first reading, suspending the rules and reading title only. Motion passed unanimously. An ordinance entitled: AN ORDINANCE VACATING AND ABANDONING RIGHT- OF- WAY AT 1019 AND 1021 EAST MAIN STREET; was read on its first reading. Item E: Ordinance 24- 29/ 1st Reading/ Amending Section 86- 6 of the City Municipal Code/ Notice Requirements Street and Alley Closures. Kris Paxton briefed the item. Kris stated it was requested by the mayor that this ordinance be read in all three readings due to a medical emergency of the family. A motion was made by Allen and seconded by Hung, to place Ordinance 24- 29 on all three reading, suspending the rules and reading title only. Motion passed 5- 1. Board of Directors Meeting Minutes Page 13 August 20, 2024 An ordinance entitled: AN ORDINANCE AMENDING SECTION 86- 6, CUTTING, ALTERATION AND REPAIR OF STREETS AND ALLEYS, OF THE MUNICIPAL CODE WITH RESPECT TO NOTICE REQUIREMENTS; was read on its first, second and third reading. A motion to adopt Ordinance 24-24 was made by Allen and seconded by Carroll. Motion passed 5- 1. A motion to declare an emergency of Ordinance 24- 24 was made by Allen and seconded by Carroll. Motion passed 5- 1. Item F: Resolution 32- 24/ Planning Commission Subcommittee/ Planned Development Review. Kris Paxton briefed the item. Long and Allen would like more time for public input. Hunt requested to hear from Planning Commission members as to their opinion on this committee. Katie Renard, 702 E. Delaware was in favor of the committee. Kevin Williams, 2604 Courtney Circle was also in favor and felt as though the committee would be beneficial to the Planning Commission and the Board of Directors. A motion to table Resolution 32- 24 until September 3, 2024, was made by Allen and seconded by Long. Motion passed 5- 1. Item G: Administrator' s Report is attached. Directors Reports- Mayor— Thank you to everyone for being here. She also thanks the directors for allowing the Breniger family to move forward with the signing of Ordinance 24-28. Hunt— School has started so keep a watch out for the kiddos. JBU starts school on Monday. A director stated there were sound issues, but she got a message from a citizen stating the sound was fine. She states she wants to show respect for directors and citizens on tabling. She just wants to state if she votes to disagree with tabling an item, she is not trying to be disrespectful. Wiles— He wants to offer his condolences to the Stacks family for their loss. Blair— Thank you to the amazing electric department for their hard work to ensure everyone' s electricity is on. They do an excellent job and work quickly when there is an outage. The Adult Development Center needs support. Please reach out or donate if you can. Their address is 500 N. Country Club Road. Thank you to Lt. Osbourn, you are an unbelievably valuable officer. Congratulations to Deputy Chief Jackson for his promotion. He offers his condolences to Debbie Stacks family for their loss. He offers his thoughts and prayers to Director Rissler' s family after the loss of her mother- in- law. He wants to announce Postal Express will celebrate 20 years in business next week. We are waiting to hear from the federal government on forms to be completed for the RAISE grant. 2. Parks and Recreation brought back the Latin Dance Series last Friday. These classes will be held weekly at 401 W. University Street through September 20th, leading up to the 3`d annual Hispanic Heritage Festival, scheduled for September 21' at Memorial Park. 3. The Siloam Springs Police Department and Parks Department hosted the Aloha Summer Dive- in Movie event, where over 300 people enjoyed hot dogs, flower leis, sunglasses, and fun in the pool while watching the movie Lilo& Stitch. Police Department volunteers wore their brightest Hawaiian shirts! 4. The inaugural Siloam Springs Equipment Rodeo is scheduled October 19th at La-Z- Boy Softball Fields. The Equipment Rodeo brings together the best heavy equipment operators in the region to compete head- to- head in a variety of skill- based challenges. August 20, 2024 To: Madame Mayor and Board: Here we are at another opportunity to soon vote for City Board members to represent the people of Siloam Springs. Three at- large positions are available to be voted upon November 5, 2024 to serve a four- year term beginning January 2025 through December 2028. You members of the Board are aware that is both a great honor and responsibility to serve in the position. I am married to a past board member, and can say from personal observation that the job requires much time, reading, studying, and openness to meet with the When my husband, Bob Coleman, served on citizens. the Board, he readily gave out his personal cell phone to the community, He also encouraging people to contact him about their questions or concerns. opened our home for people to visit with him. He was eager to hear from the citizens.There were times when he did not totally agree on issues, but he voted as the majority of people who contacted him wished if it would not cause detriment to our city. I hope that in this election voting citizens will study the candidates and the candidates' views closely. I grew up in this wonderful town, and I had no idea that in the past election people could have been so malicious, so eager to spread lies about the candidates, and actually write libelous statements about them. My husband, my family, and I were subject to that very nightmare. I truly hope that does not happen to ANY of the candidates in this election. I will say that people were amazed that Mr. Coleman did not retaliate either by word or take legal action for the libelous statements written about our family. Choose your words carefully. Words have great power to bless or wound others. When you speak carelessly or negatively, you damage others as well as yourself. I urge each of you, for the sake of our community, to discourage and have no part in such shameful shenanigans as went on in the 2020 City Board elections.
