MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD OCTOBER 1, 2024 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on October 1, 2024. The meeting was called to order by Mayor Judy Nation. Roll Call: Hunt, Blair, Carroll and Long, Rissler— present; Allen and Wiles- absent. City Representatives Present: Allan Gilbert, City Administrator; Jene' Fain, City Clerk; Jay Williams, City Attorney; Scott Miller, Police Chief; Kris Paxton, Community Development Director; Ben Rhoads, Senior City Planner; Maegan Thomas, City Planner; Kevin Moore, City Engineer; Dustin Kindell, Fire Chief; and; Christina Petriches, Finance Director. Director Hunt led the opening prayer. Mayor Nation led the Pledge of Allegiance. Mayor Nation asked if there were any comments from the audience regarding an item not on the City' s agenda. The mayor asked if there were any comments on an item on the Consent Agenda. There were none. Mayor Nation presented Ann Marie Sherman to read her speak she prepared for the Voice of Democracy Competition at which she placed seventh in the nation. She questioned if the state would do audits for the city and if so, why we do not utilize that service. City Attorney, Jay Williams, advised that the state does do audits for smaller towns but typically run 2- 3 years behind. He also stated that the state does not do audits on water, sewer and utilities. These will have to have an outside audit company for these types of audits. A motion to approve Item F was made by Rissler and seconded by Hunt. A motion to approve the consent agenda as presented was made by Long and seconded by Hunt. Motion passed unanimously. Item J: Resolution 44- 24/ Significant Development Permit/ 3948 Hwy. 412 East( Revised O' Reilly Auto Parts). Kris Paxton briefed the item. A motion to approve Resolution 44- 24 was made by Rissler and seconded by Carroll. Motion passed unanimously. Item K: Resolution 45- 24/ Special Use Development Permit/ 300 Block of North Simon Sager Avenue ( Tillman Communications Tower). Kris Paxton briefed the item. Greg Farris, 144 S. Bay Country Court, Wichita, Kansas, is employed with Tillman Communications and answered questions regarding the safety and location of the tower. Doug Allen, 8007 W. Elsworth Rogers, Arkansas, answered questions regarding the future development of the property around the tower. A motion to approve Resolution 45- 24 was made by Rissler and seconded by Carroll. Motion passed 4- 1. Item L: Resolution 46-24/ Preliminary Plat Development Permit/ Banff Homes of Siloam Springs Subdivision/ 2600 Block of North Country Club Road. Kris Paxton briefed the item. A motion to approve Resolution 46-24 was made by Carroll and seconded by Hunt. Motion failed 3- 2. Item M: August Financials Item N: Administrator' s Report is attached. Directors Reports - Hunt — Congratulations on the newest grant and to our grant writer. Thank you to staff for the work at the Hispanic Heritage Festival. Thank you to city staff for their help at the Siloam Homecoming parade. A reminder that JBU' s homecoming will be this weekend as well as the grand opening of the JBU Cathedral. Blair— The Adult Development Center will be having a benefit to raise money for the organization. It will be on Friday, October 25th from 4: 30 p.m.- 6: 00 p. m. Rissler— She received a call about Lake Francis Drive. She asks that citizens please do not remove the barriers, do not drive around the barriers and please do not jump the curb and drive through citizens yards. Staff advised that they are taking steps with the company responsible for the delays pursuant to their contract. Board of Directors Meeting Minutes Page 13 October 1, 2024 Carroll — Hispanic Heritage Festival was a tremendous success. The unity among everyone out there was nice to see. He enjoyed the Aztec dancers. He would like to advertise it more in the future. He is thankful for some fall weather. Long— No comment. With no further business, a motion to adjourn was made by Long and seconded by Rissler. Meeting adjourned. A R NGS .  Siloam Spring' pp Administrator' s Report October 1. 2024 Expenditures: In excess of$ 30, 000 None Per Resolution 07- 24 None 1. There will be an annexation open house at the Siloam Springs Public Library this Thursday from 4 to 6 PM. Representatives from various city departments will be present to answer your questions about the annexation proposal that will be on the November 5th ballot. We want to be sure that everyone has the information they need. 2. The first annual Equipment Rodeo is scheduled for Sunday, October 19th at the transfer station. 3. Fall Cleanup will be October 21 — 25 this year. 4. The 3`d annual Hispanic Heritage Festival was a success, with approximately 3, 000 participants. 5. Permits for road bores have been slightly delayed. We' ve learned from our attorney the bonds we' ve been accepting for years do not provide the City with adequate protection. We are working through that with them now. 6. We have been awarded the Community Placement Grant of$ 80, 000. The grant is intended to be used for community engagement.
