Discussion and Possible Action on Resolution No. 20-05 A RESOLUTION OF THE CITY OF SILSBEE REGARDING CIVIL RIGHTS PROCEDURES FOR THE CDBG-DR FUNDING THROUGH A COMMUNITY DEVELOPMENT BLOCK GRANT – DISASTER RECOVERY GRANT FROM THE TEXAS GENERAL LAND OFFICE (HEREINAFTER REFERRED TO AS “GLO”). Discussion and Possible Action on Resolution No. 20-06 A RESOLUTION AUTHORIZING SIGNATORIES FOR CONTRACTUAL DOCUMENTS AND DOCUMENTS FOR REQUESTING FUNDS PERTAINING TO THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) DISASTER RECOVERY – BUYOUT PROGRAM CONTRACT NUMBER 20-066- 024-C178. (Grant Consultant Melinda Smith) 4. Discussion and Possible Action on Procuring a Grant Administrator for Hurricane Harvey CDBG-Mitigation Funding through the General Land Office. Discussion and Possible Action on Resolution No 20-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SILSBEE, TEXAS, FINDING AND DETERMINING THAT A CERTAIN AREA OF THE CITY CONTAINS CONDITIONS WHICH ARE DETRIMENTAL TO THE PUBLIC HEALTH, SAFETY, AND WELFARE OF THE COMMUNITY DUE TO A HIGH RISK REDUCTION AREA. (DRRA). (Grant Consultant Melinda Smith) 6. Discussion and Possible Action on the possibility of donating the Fire Station on Knupple Road to the Hardin County Emergency Service District #6. Discussion and Possible Action on request from Friends of the Library to close roads on Saturday, April 4, 2020 from 7:00 a.m. until 4:00 p.m. for the 3rd Annual Spring in the Big Thicket Festival. The road will need to be closed from Ave. H at 5th Street to 4th Street intersection and from 4th Street at the railroad tracks to Ave. H intersection in front of the old Pines Theater. (Librarian) 8. Discussion and Possible Action on Approving the expenditure of $1,887.80 from the General Fund Reserve for Contingencies Fund for Hartman Road guard rail repair. (Public Works Director) 9. Discussion and Possible Action on Approving the expenditure of $2,112.90 from General Fund Reserve for Contingencies Fund for East Ave. R culvert replacement. (Public Works Director) 10. Discussion and Possible Action on Approving the expenditure of $1,805.40 from Municipal Court Technology Fund for annual software License. (Judge Sharyon Grisham) 11. Discussion and Possible Action on Ordinance No. 20-03 AN ORDINANCE OF THE CITY OF SILSBEE, TEXAS DENYING THE STATEMENT ON INTENT OF CENTERPOINT ENERGY RESOURCES CORP., D/B/A CENTERPOINT ENERGY ENTEX AND CENTERPOINT ENERGY TEXAS GAS TO INCREASE RATES IN THE BEAUMONT/EAST TEXAS DIVISION; REQUIRING REIMBURSEMENT OF MUNICIPAL RATE CASE EXPENSES; FINDING THAT THE MEETING COMPLIES WITH THE OPEN MEETINGS ACT; AND DECLARING AN EFFECTIVE DATE FOR THIS ORDINANCE. Discussion and Possible Action on Ordinance No. 20-04 AN ORDINANCE OF THE CITY OF SILSBEE, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 38, TO ADD ARTICLE VI MUNICIPAL DRAINAGE UTILITY SYSTEM, TO ESTABLISH A MUNICIPAL DRAINAGE UTILITY SYSTEM; PROVIDING FOR DRAINAGE SERVICE, BILLING, EXEMPTIONS, DRAINAGE CHARGES AND APPEALS; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE, PROVIDING A SAVINGS CLAUSE; PROVIDING FOR A CRIMINAL PENALTY OF A FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000.00); AND PROVIDING FOR AN EFFECTIVE DATE. 13. Discussion and Possible Action on Resolution No. 20-08 A RESOLUTION OF THE CITY OF SILSBEE, TEXAS AUTHORIZING THE SILSBEE POLICE DEPARTMENT TO APPLY FOR JUSTICE ASSISTANCE GRANT. Discussion and Possible Action on Resolution No. 20-09 A RESOLUTION OF TEH CITY OF SILSBEE, TEXAS AUTHORIZING THE SILSBEE POLICE DEPARTMENT TO APPLY FOR STATE HOMELAND SECURITY PROGRAM FUNDING. (Chief of Police) 15. Discussion and Possible Action on Approving the Articles of Agreement between the City of Silsbee, Texas and the Silsbee Police Association for 2019-2020. (City Attorney) 16. Discussion and Possible Action on Resolution No. 20-10 A RESOLUTION OF THE CITY OF SILSBEE, TEXAS AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN HARDIN COUNTY AND THE CITY OF SILSBEE, TEXAS. (City Manager) 17. Discussion and Possible Action on moving forward with the option of possible donation of the Pines Theater. (Council Member Sue Bard) 18. Discussion and Possible Action on authorizing the City Manager to list the old City Hall and the old Public Works building with a local realtor. (Mayor Gary Strahan) VI. EXECUTIVE SESSION. a. Pursuant to Texas Government Code Section 551.074(a) (1) to deliberate the appointment, employment, evaluation, reassignment, duty, discipline, or dismissal of a Public Officer or Employee. b. Pursuant to Texas Government Code Section 551.071 (2) to consult with its Attorney on matters which the duty of the Attorney to the Governmental Body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this Chapter.
