AGENDA SILSBEE CITY COUNCIL MONDAY, JUNE 21 , 2021 AT 6:00 P.M. LOCATION: 1220 HWY 327 EAST, SILSBEE, TEXAS CITY HALL/MEETING ROOM I. CALL TO ORDER/ROLL CALL. II. PLEDGE AND INVOCATION. III. HEARING OF VISITORS. IV. DISCUSSION AND POSSIBLE ACTION ON APPROVING THE MINUTES OF JUNE 1, 2021, AND JUNE 21, 2021. MEETINGS. (City Manager) V. DISCUSSION AND POSSIBLE ACTION ON APPROVING THE EXPENDITURES FOR THE MONTH OF JUNE 2021. (City Manager) VI. ITEMS TO BE CONSIDERED. 1. Discussion and Possible to terminate the existing Agreement with City of Silsbee relating to the collection of Ad Valorem taxes. 2. Discussion and Possible Action on Resolution No. 21-18 A RESOLUTION APPROVING A CONTRACT WITH LINEBARGER GOGGAN BLAIR & SAMPSON, LLP. TO COLLECT DELINQUENT TAXES FOR THE CITY OF SILSBEE. (City Manager) 3. Discussion and Possible Action on easement from the City of Silsbee on behalf of BNSF Railway for Entergy to be able to provide electrical power down the far Eastern edge of the property know as City of Silsbee Waldo Park. ( City Manager/City Attorney) 4. Discussion and Possible Action on the 2022 upcoming Street Project and the Current 2021 Street Project Update. (Trey Gaspard, City Engineer) 5. Discussion and Possible Action on Appointing/Re-Appointing a member to the Silsbee Planning & Zoning Board of Directors. Current Member/David Green, Sr. Term expires May 2021. New Term will expire May 2023. (Council Member Thomas Tyler) 6. Discussion and Possible Action on Appointing/Re-Appointing a member to the Silsbee Zoning Board of Adjustments & Appeals Board of Directors. Current Member is Fred Arline. Term expires May 2021. Discussion and Possible Action Resolution No. 21-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SILSBEE, TEXAS SELECTING A SERVICE PROVIDER TO PERFORM APPRAISAL SERVICES IN CONJUNCTION WITH FUNDING TROUGH THE TEXAS GLO OFFICE COMMUNITY DEVELOPMENT GRANT-DISASTER RECOVERY BUYOUT PROGRAM, CONTRACT #20-066-024-C178. (Home Buyout Grant) (City Manager) 8. Discussion and Possible Action on Procuring Engineering Services for the Application and Implementation, if awarded, of a Community Development Block Grant-Mitigation (CDBG-MIT) – HMGP Supplemental Grant of the General Land Office (GLO). (Generators) (City Manager) 9. Discussion and Possible Action on Appointing a Selection Committee for Engineering Services for a Community Development Block Grant - Mitigation (CDBG-MIT) – HMGP Supplemental Grant of the General Land Office (GLO). (Generators) (City Manager) 10. Discussion and Possible Action to Update the City’s Purchasing Policy to include provisions for Federally Assisted Contracts. (Required for GLO Generator Project to be approved and will be needed for other upcoming grant opportunities.) (City Manager) 11. Discussion and Possible Action on Policy made to make sure ditches are cleaned ASAP with Hurricane Season Approaching. (Council Member Thomas Tyler) VII. DISCUSSION ABOUT ITEMS NOT ON THE AGENDA, SPECIFICALLY LIMITED TO PROPOSALS THAT A SUBJECT BE PLACED ON THE AGENDA FOR A SUBSEQUENT MEETING. VIII. EXECUTIVE SESSION. a. Pursuant to Texas Gov’t Code Sect. 551.074(a)(1) to deliberate the appointment, employment, evaluation, reassignment, duty, discipline, or dismissal of a Public Officer or Employee. b. Pursuant to Texas Gov’t Code Sect. 551.071(1)(A) to consult with City Attorney on pending or contemplated litigation c. Pursuant to Texas Gov’t Code Sect. 551.071(2) to consult with City Attorney on a matter in which the duty of the Attorney to the Governmental Body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter. IX. DISCUSSION AND POSSIBLE ACTION ON ITEMS DISCUSSED IN EXECUTIVE SESSION. X. ADJOURN. Notes to the Agenda. a. The Council may vote and/or act upon each of the items listed in this Agenda. b.
