1. Discussion and Possible Action on Public Works Building located at 580
North 6th Street, Silsbee to be utilized for Community Development for
local businesses and citizens.
2. Discussion and Possible Action on request from Silsbee Visitors Center
to close street for Saturday, July 24th, 2021, from 5:30 p.m. to 10:30
p.m., at 340 North 4th Street, between Ave. G and Ave. H, for an
Outdoor Movie Night benefitting the Save The Pines Project.

3. Discussion and Possible Action Resolution No. 21-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SILSBEE, TEXAS AUTHORIZING THAT THE SILSBEE
ECONOMIC DEVELOPMENT CORPORATION PROVIDE
FINANCIAL ASSISTANCE TO FAMILY FIRST HEALTH &
WELLNESS CLINIC, PLLC IN THE TOTAL AMOUNT OF
$58,019.00 (A GRANT OF $29,269.00 AND A LOAN OF $29,750.00),
AUTHORIZING THE EXECUTION OF A PERFORMANCE
AGREEMENT SETTING OUT THE TERMS OF THAT FINANCIAL
ASSISTANCE, AND RECOGNIZING THAT THE LEGAL
REQUIREMENTS FOR PROVISION OF SUCH FINANCIAL
ASSISTANCE HAVE BEEN OBSERVED.

4. Discussion and Possible Action on granting an easement from the City of
Silsbee on behalf of BNSF Railway for Entergy to be able to provide
electrical power down the far Eastern edge of the property know as City
of Silsbee Waldo Park. ( City Manager)
5. Discussion and Possible Action Designating Shirley Cook, Hardin
County Tax Assessor-Collector, to calculate and publish the No-New-
Revenue Tax Rate and Voter-Approval Tax Rate for the City of Silsbee,
Texas, pursuant to Sec. 26.04 of the Property Tax Code; and, as the
Governing Body’s Designee, it will be the duty of Shirley Cook to
submit updates electronic data to Hardin County Appraisal District as
required by Sec. 26.17 of the Property Tax Code. (City Manager)
6. Discussion and Possible Action on Appointing/Re-Appointing a
member to the Silsbee Planning & Zoning Board of Directors. Current
Member/David Green, Sr. Term expires May 2021. New Term will
expire May 2023. (Council Member Thomas Tyler)
7. Discussion and Possible Action on Appointing/Re-Appointing a member
to the Silsbee Zoning Board of Adjustments & Appeals Board of
Directors. Current Member is Fred Arline. Term expires May 2021.

8. Discussion and Possible Action on Selecting a committee for the
Collective Bargaining Negotiations. (City Manager)
9. Discussion and Possible Action on Resolution No. 21-25
A RESOLUTION OF THE CITY COUNCIL OF TE CITY OF
SILSBEE, TEXAS, SELECTING A SERVICE PROVIDER TO
PERFORM TITLE SERVICES IN CONJUNCTION WITH FUNDING
THROUGH THE TEXAS GENERAL LAND OFFICE, COMMUNITY
DEVELOPMENT BLOCK GRANT-DISASTER RECOVERY BUY-
OUT PROGRAM, CONTRACT NUMBER 20-066-024-C178.

CONJUNCTION WITH THE SUBMITTAL OF AN APPLICATION
FOR FUNDING THROUGH THE TEXAS GENERAL LAND
OFFICE, COMMUNITY DEVELOPMENT BLOCK GRANT –
MITIGATION (CDBG-MIT) HMGP SUPPLEMENTAL GRANT

11. Discussion and Possible Action on Resolution No. 21-27
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SILSBEE, TEXAS SETTING A PROCEDURE FOR RECEIVING
REQUESTS FROM THE PUBLIC TO PLACE AGENDA ITEMS ON

12. Discussion and Possible Action on Awarding the Contract for the
replacing of the City of Silsbee Welcome Sign. (City Manager)
13. Discussion and Possible Action on Policy made to make sure ditches
are cleaned ASAP with Hurricane Season Approaching.

Attorney on pending or contemplated litigation
c. Pursuant to Texas Gov’t Code Sect. 551.071(2) to consult with City
Attorney on a matter in which the duty of the Attorney to the
Governmental Body under the Texas Disciplinary Rules of Professional
Conduct of the State Bar of Texas clearly conflicts with this chapter.
