Discussion and Possible Action on Resolution No. 21-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SILSBEE, TEXAS AUTHORIZING THE EXECUTION OF THE 2021- 2022 ARTICLES OF AGREEMENT BETWEEN THE CITY OF SILSBEE AND THE SILSBEE POLICE ASSOCIATION AND AUTHORIZING A SIGNATORY FOR SAID AGREEMENT. Discussion and Possible Action on Resolution No. 21-42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SILSBEE, TEXAS SETTING A PUBLIC HEARING TO DISCUSS A PROPOSED ORDINANCE CREATING A MUNICIPAL DRAINAGE SYSTEM AND ORDERING THAT NOTICE OF SAID HEARING AND THE FULL TEXT OF THE PROPOSED ORDINANCE BE PUBLISHED IN THE NEWSPAPER OF GENERAL CIRCULATION. (City Manager) 6. Discussion and Possible Action on the FINAL Selection of Streets for the FY2021-2022 Capital Street Improvement Project. (City Manager) 7. Discussion and Possible Action on Resolution No. 21-43 A RESOLUTION OF THE CITY COUNCIL OF SILSBEE TEXAS, APPROVING THE PROPOSAL FOR ENGINEERING SERVICE AND  WORK AUTHORIZATION PRESENTED TO THE CITY OF SILSBEE, TEXAS BY LJA ENGINEERING, INC. FOR ENGINEERING SERVICES ON THE 2022 HMAC STREET IMPROVEMENT PROJECT AND AUTHORIZING THE CITY’S MAYOR TO EXECUTE THE AGREEMENT ON THE CITY’S BEHALF. (City Manager) 8. Discuss and Possible Action to Approve advertising for bids for the Sanitary Sewer Improvements for the City’s TxCDBG Contract #7220431. (City Manager) 9. Discussion and Possible Action on Resolution No. 21-44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SILSBEE, TEXAS CASTING ITS VOTES AT THE ELECTION FOR THE BOARD OF DIRECTORS FOR THE HARDIN COUNTY APPRAISAL DISTRICT. (City Manager) VI. DISCUSSION ABOUT ITEMS NOT ON THE AGENDA SPECIFICALLY LIMITED TO PROPOSALS THAT A SUBJECT BE PLACED ON THE AGENDA FOR A SUBSEQUENT MEETING. (City Manager) VII. Pursuant to Texas Gov’t Code Sect. 551.074(a)(1) to deliberate the appointment, employment, evaluation, reassignment, duty, discipline, or dismissal of a Public Officer or Employee. b. Pursuant to Texas Gov’t Code Sect. 551.071(A) to consult with City Attorney on Pending or Contemplated Litigation. c. Pursuant to Texas Gov’t Code Sect. 551.071(2) to consult with its Attorney on matters which the duty of the Attorney to the Governmental Body under the Texas Disciplinary Rules of Professional Conduct of the State of Texas clearly conflicts with this Chapter.
