CALL TO ORDER AND DETERMINATION OF QUORUM Trebilcock called the meeting to order, read the rules, and determined quorum. APPROVAL OF THE AGENDA Board Member Richie Hutchinson made the motion to approve the agenda. Vice Chair Philips seconded the motion. Voice vote to approve: 8 Yes: Hartmann, Holmquist, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips 0 No: (None). Motion Passed. APPROVAL OF MINUTES PUBLIC COMMENT Scott Ehrisman, a bicyclist, spoke regarding electric bicycle laws, speeds on the trails, painting a centerline on the trail, and creating neighborhood bicycle routes. Ehrisman identified two changes that would have a positive impact; posting the15mph speed limit on the trail and allowing all classes of electric bicycles. Review and Approval of By-Laws Fletcher Lacock, urban planner, presented the proposed by-laws. Board Member Chrissy Meyer made the motion to approve the by-laws with the following changes: the meeting is on the third Wednesday of the month, no meeting is set for December, and notification of cancelation of meetings is added. Board Member Sims seconded the motion. Board Member Chrissy Meyer made the motion to amend by adding a 5 minute public speaker limit to non-agenda items. Board Member Palfy seconded the motion. Board Member Chrissy Meyer made the motion to withdraw the first approval and amendment. Board Member Palfy seconded the motion. Board Member Richie Hutchinson made the motion to approve the by-laws with the following changes: the meeting is on the third Wednesday of the month, no meeting in December, notification of cancelation of meeting is added to Section 4 , and a five minute limit is added for public speakers on non-agenda items. Board Member Palfy seconded the motion. Voice vote to approve: 8 Yes: Hartmann, Holmquist, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips 0 No: (None). Motion Passed. Review of Bicycle Plan Fletcher Lacock, urban planner, presented the draft 2023 Bicycle Plan. Discussion followed regarding Family Park, proposed signage and trail marking updates, definition of trail, and implementation of plan. c. Review of Pedestrian Plan Jeff Schmitt, Planning Project Coordinator, presented the draft 2021 Pedestrian Plan. Discussion followed regarding plan implementation.
