Ehrisman stated that safety should be prioritized over a speed limit. Ehrisman stated that he has changed his opinion on a painted centerline and is now opposed to it as the trail is too narrow. Marv spoke to the recent news identifying the types of electric mobility devices allowed on the trail and re-emphasized that safety should be prioritized over speeds. OLD BUSINESS a. By-Laws (Board Action Required) Lacock presented the changes to the by-laws and requested that they be approved. Board Member Koni Sims made the motion to adopt the by-laws. Bicycle Plan (Board Action Required) Lacock stated that additional changes were made after the Open House on May 18th. Lacock stated that the revised draft was only available yesterday; as such, staff recommends to defer to the July meeting. Discussion followed regarding the open house and the proposed changes to the plan. Board Member Koni Sims made the motion to refer to the July meeting. Vice Chair Philips seconded the motion. Pedestrian Plan (Board Action Required) Jeff Schmitt, Planning Projects Coordinator, presented the Pedestrian Plan and upcoming action items but requested the item be deferred to the July meeting so that the Pedestrian Plan and Bicycle Plan are both on the same City Council agendas. Board Member Koni Sims made the motion to refer to the July meeting. Trail Painted Centerline Discussion (Informational) Director Kearney, Parks Department, presented on existing trail counts and two options for trail improvements including a parallel trail and a painted centerline. Kearney stated that Parks Department is seeking input from multiple boards. Every stakeholder group has a different opinion and Parks is looking to balance the input with hard data. Kearney introduced Mike Patten who continued the presentation on AASHTO design standards and Federal Highway Level of Service criteria. Patten stated that the heaviest trail use is between Yankton Park and Pasley Park based on trail counts. The LOS for the trail is 90% at an A grade. The issue with a painted centerline is that it lowers the LOS by narrowing the travel lane and it increases discomfort for users of the trail. Patten identified that AASHTO standards identify that a painted centerline is recommended when trail counts exceed 150 crossing users in one-hour. Patten identified that this only happened 96 times in 2022. Sims thanked Parks for identifying that the trail is a shared-use path and not a bicycle trail. Sims stated that a more important consideration is edge markings at dangerous areas on the trail for visually impaired users. Palfy asked a questions regarding police enforcement and the impact of a centerline on user enjoyment. Patten confirmed that additional police resources would be needed to provide enforcement and that the centerline creates a transportation feel rather than recreation. Discussion followed. Hoftiezer identified that research shows that centerlines are most impactful when trails are over 16-feet in width. The existing trail ranges from 9 to 12-feet. Discussion followed. Palfy asked about the problem that we are trying to solve. Kearney stated that the question is whether a painted centerline will improve user experience. Pickard asked if an increase in traffic on the trail will serve the purpose of slowing traffic. Pickard stated that the City should look at other cities with trail centerlines and determine what led them to paint them. Pickard stated that the City should consider why commuters are using the trail over streets. b. Bicycle Subcommittee Report (Informational)  Lacock stated that there was no meeting in June. Electric bikes would be added to the July agenda. In addition, the centerline discussion would be added to the Bicycle committee agenda. c. Pedestrian Subcommittee Report (Informational) Schmitt stated that the meeting has been changed from Thursdays to Tuesdays before the ATB meeting. A discussion on detour routes and standards, pedestrian accident data, and complete streets will be coming through in July. d. PATH Subcommittee Report (Informational) Heath Hoftiezer, traffic engineer, stated that PATH had discussed sidewalk being needed to connect to Jefferson High School.
