CALL TO ORDER AND DETERMINATION OF QUORUM APPROVAL OF THE AGENDA Board Member Koni Sims made the motion to adopt the agenda. Board Member Meyer seconded the motion. Voice vote to adopt: 8 Yes: Hartmann, Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips 0 No: (None). Motion Passed. APPROVAL OF MINUTES Board Member Koni Sims made the motion to approve the June 21, 2023 minutes. Board Member Palfy seconded the motion. Voice vote to approve: 8 Yes: Hartmann, Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips 0 No: (None). Motion Passed. a. Meeting of 06/21/2023 PUBLIC COMMENT Greg Neitzert stated that a discussion regarding Class II electric bikes was held at the July Bicycle Committee and will be added to the August Active Transportation Board agenda. Jason Mueller stated that his concern is for the children. He spoke to support for Class II e-bikes but not for Class III e-bikes because they are heavier and can reach speeds up to 28 mph. Scott Ehrisman spoke to the nature of the trail as a shared-use path for the public. Off-leash dog association spoke to the conflicts at Family Park and the shared use proposed. OLD BUSINESS a. 2023 Sioux Falls Bicycle Plan Lacock presented the 2023 Bicycle Plan. Discussion followed. Board Member Lindsey Holmquest made the motion to approve the 2023 Bicycle Plan. Board Member Sims seconded the motion. Voice vote to approve: 8 Yes: Hartmann, Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips 0 No: (None). Motion Passed. b. 2023 Sioux Falls Pedestrian Plan Trebilcock presented the 2023 Pedestrian Plan. Discussion followed. Board Member Koni Sims made the motion to approve the 2023 Pedestrian Plan. Board Member Meyer seconded the motion. Voice vote to approve: 8 Yes: Hartmann, Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips 0 No: (None). Motion Passed. NEW BUSINESS a. Bicycle Committee Report Lacock presented the report for the July Bicycle Committee meeting. The ATB asked that the electric bicycle discussion be placed on the August agenda. Neitzert stated that the police department was conducting a trail speed analysis and that a report should be provided to ATB. Discussion followed. b. Pedestrian Committee Report Lacock reviewed the July Pedestrian Committee report. ATB asked that the Pedestrian Crash Analysis be presented at the August meeting. c. PATH Committee Report Heath Hoftiezer, traffic engineer, presented a proposal from Terry Redlin elementary school to paint bump-outs and re-stripe angled parking. Discussion followed regarding the effectiveness of paint and the disctraction caused by paint for the visually impaired. Motion made by Meyer and seconded by Palfy to approve as per ADA standards. Motion passed by voice vote. Hoftiezer presented a proposed crosswalk at N. Terry Avenue and Maple Street where students are crossing to Jefferson High School. Motion by Meyer, seconded by Holmquest to appove. Passed by voice vote. ADJOURN Board Member Koni Sims made the motion to adjourn. Board Member Meyer seconded the motion. Voice vote to adjourn: 8 Yes: Hartmann, Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips 0 No: (None). Motion Passed.
