CALL TO ORDER AND DETERMINATION OF QUORUM
Trebilcock called the meeting to order and determined quorum was met. Trebilcock
reviewed the meeting procedures.
APPROVAL OF THE AGENDA
Board Member Koni Sims made the motion to adopt the agenda. Board Member
Meyer seconded the motion.
Voice vote to adopt:
7 Yes: Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips
0 No: (None).

APPROVAL OF MINUTES
a. July minutes
Board Member Koni Sims made the motion to approve the minutes for July. Board
Member Meyer seconded the motion.

PUBLIC COMMENT
Ron Christensen, walking college fellow, spoke to concerns over bicycle and
pedestrian safety and recommended adoption of a Vision Zero policy.
Scott Ehrisman spoke to public meetings and needing open discussion.
Ginger Varcoe spoke to the Vision Zero policy.
OLD BUSINESS
NEW BUSINESS
a. Class II Electric Bicycle Ordinance Amendment
Councilor Neitzert presented a porposed Ordinance amendment to allow Class II
electric bicycles on the trail. Neitzert spoke on the follwoing issues: history of Class I
e-bike adoption, speed analysis on the trail, education, and making streets safer.
Discussion followed.
Motion to approve made by Hutchinson and seconded by Sims for discussion.
Varcoe spoke to the advancement in electric bicycle technology and the need for
speed enforcement.
John Claussen, bicycle committee member, spoke to the follwoing issues: e-bikes ride
of trail because it is safer, electric bikes are bigger and faster, the batteries and
eletrical elements can cause fires, identification of Class tpye is an issue, allowing
Class II will change nature of the trail.
Sims spoke to need for safety and states that if needed as an ADA mobility device, the
user should be required to establish disability and qualify for the right.
In response to a question form Trebilcock, Councilor Neitzert stated that the proposed
Ordinance amendment does not allow Class II e-bikes on sidewalks.
Pickard spoke to the following issues: the weight of Class II and III e-bikes is between
40 and 90 pounds, children riding heavier e-bikes is dangerous, need more data on
speeds and locations of monitors to determine if design or signage may be cause for
slowing bikes, battery fires are a national issue, California requires licensing, what are
the health benefits of a Class II e-bike, what about one-wheels, eletric skateboards,
and electric scooters, Pickard stated that more information is needed before taking
action. Discussion followed regarding traffic-calming, speed enforcement and
education.
Board Member Chrissy Meyer made the motion to amend the motion to table the
agenda item. Board Member Sims seconded the motion.
Voice vote to amend:
7 Yes: Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips

b. Pedestrian Crash Analysis
Board Member Koni Sims made the motion to place the agenda item on the
September meeting. Vice Chair Philips seconded the motion.
Voice vote to place:
7 Yes: Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Philips
0 No: (None).
Motion Passed.
c. Phillips Avenue Pedestrian Zone Signage
Heath Hoftiezer, traffic engineer, spoke to proposed sidewalk stickers identifying
Phillips Avenue and portions of 8th Street as a Pedestrian Zone. The request is from
Downtown Sioux Falls. Discussion followed.
d. Pedestrian Advisory Committee Report
Lacock stated that Wes Phillips provided a presentation of Construction Detours and
Routes and requested that the presentation be added to the next available agenda.
Sims identified that the Pedestrian Committee would be hearing from industry
consultants regarding road safety devices.
e. Bicycle Committee Report
Lacock stated that a presentation was provioded on Bicycle Crash Data and requested
that the item be placed on a future agenda.
f. PATH Report
Hoftiezer spoke to the upcoming school starting and locations for temporary signage
to remind the public.

Board Member Jacqueline Palfy made the motion to adjourn the meeting. Board
Member Holmquest seconded the motion.
