CALL TO ORDER AND DETERMINATION OF QUORUM APPROVAL OF THE AGENDA Board Member Chrissy Meyer made the motion to approve. Board Member Palfy seconded the motion. The motion Passed 7 to 0. APPROVAL OF MINUTES Board Member Bradley Hartmann made the motion to approve. Board Member Meyer seconded the motion. The motion Passed 7 to 0. PUBLIC COMMENT OLD BUSINESS a. Rectangular Rapid Flashing Beacon (RRFB) Worksheet Maria Lancto presented this item for a vote by the Board. She explained changes made to the worksheet since the previous meeting. Board member Chad Pickard requested adding an additional row to the traffic table in order to differentiate between bike and pedestrian traffic counts. The board agreed with this suggestion. Board Member Meyer seconded the motion. The motion Passed 7 to 0. b. Marked Crosswalks Worksheet - Example and Discussion Maria Lancto ran through two examples of the Marked Crosswalks Worksheet. The group discussed the scenarios. From that discussion, Lancto will look at how to highlight recommending other treatment options within the worksheet. This item will be brought to the next meeting for a vote. NEW BUSINESS a. RRFB Worksheet- Kiwanis Avenue and 15th Street Maria Lancto presented the worksheet. Board members discussed the importance of this crossing as a component of the 15th street bike boulevard Board Member Jacqueline Palfy made the motion to approve. Board Member Holmquest seconded the motion. The motion Passed 7 to 0. b. RRFB Worksheet- 41st Street and 2nd Avenue Maria Lancto presented the worksheet. Board members discussed proximity to a signalized intersection, as well as the importance of school crossings. Board member Brad Hartmann brought up that he does not typically see pedestrians or bicyclists at this crossing. Board Member Jacqueline Palfy made the motion to approve. Board Member Holmquest seconded the motion. The motion Passed 6 to 1. c. RRFB Worksheet - Marion Road and 36th Street Maria Lancto presented the worksheet. Board members reiterated their support for crossing treatments in school zones. Board Member Chrissy Meyer made the motion to approve. Board Member Holmquest seconded the motion. The motion Passed 7 to 0. d. RRFB Worksheet - Mable Avenue and 12th Street Maria Lancto presented the worksheet. Board members asked for staff to clarify the request for an RRFB in this location. After discussion, board members do not believe an RRFB would have prevented the incident that sparked this request. There was also discussion on the proximity to a signalized crossing and location within a school zone. The board would like this request to be reevaluated in a year and/or when another request is received. This denial should not set a precedent for this location. Vice Chair Wes Philips made the motion to approve. Board Member Palfy seconded the motion. The motion Failed 0 to 7. e. 15th Street Bike Boulevard Update Danaca Schettler presented an update on the 5th Street Bike Boulevard, including discussion on improvements scheduled for this year. f. New Arterial Sidewalks Wes Phillips discussed the process the city goes through to add sidewalks on arterial streets. Phillips also discussed specific projects that may be upcoming. Board member Jacquline Palfy asked what they can do to support these types of projects. Letters of support and attendance at city council public hearings were discussed as options. The Board would like to follow up on these letters of advocacy. g. Subcommittee Updates 1. Pedestrian 2. Bicycle 3. PATH Representatives from the subcommittees provided updates on meeting discussions. h. Upcoming Events / Project Updates 1. Upcoming: South Veterans Parkway Open House; March 19, 4:30 to 6:00 pm at the Harrisburg East Middle School 2. Upcoming: Cliff and I229 Open House. Date and location to be determined 3.
