Board Member Koni Sims made the motion to approve. Board Member Palfy
seconded the motion.

PUBLIC COMMENT
Tara Barney, Lotta Street Resident, brought forward a proposal for a street mural at
Lotta Street ant Phillips Avenue. She presented a proposed design including elements

of the neighborhood, and she requested assistance with the approval of the project
and physical implementation. City Staff will follow up with information on
neighborhood grants.

NEW BUSINESS
a. Project Overview with Shannon Ausen
Shannon Ausen presented on multiple construction projects within the city,
specifically projects that were designed prior to the formation of the ATB. She
provided explanation for how different active transportation elements were selected
or designed, and what public participation was included. Questions included
maintenance of various elements, specifically pedestrian underpasses and accessible
design and training. There was discussion on the three-quarter access pedestrian
paths associated with I-29 and 85th Street interchange. The proposed on-street bike
lanes to be added on Rice Street with the asphalt overlay this summer were discussed
as an interim improvement for bicyclists. One member expressed concern about
riding her bike currently on Rice Street. The new concept was presented to the bicycle
committee, who supported the idea. Overall, board members expressed appreciation
for the overview.
b. Complete Streets Crossing Treatments Flow Chart and Worksheets
Maria Lancto provided a general overview of complete streets crossing treatments
worksheets and went into a more in-depth explanation using the RRFB worksheet.
Board members discussed what their role would be in regard to these requests. While
there was no final determination, some ideas included bringing a monthly summary of
worksheets and/or looking at proposals that would be denied or are borderline.
