CALL TO ORDER AND DETERMINATION OF QUORUM Board Chair Fletcher Lacock called the meeting to order and read meeting instructions. APPROVAL OF THE AGENDA Board Member Koni Sims made the motion to approve. Board Member Palfy seconded the motion. The motion Passed 8 to 0. APPROVAL OF MINUTES Board Member Chrissy Meyer made the motion to approve. Board Member Holmquest seconded the motion. The motion Passed 8 to 0. PUBLIC COMMENT Board Member Koni Sims provided comment. She passed out impaired vision simulator cards to represent various types of impaired vision. The primary issue being that people do not feel safe walking or biking on 14th street. Questions and discussion items from the Board included timing of APS, measuring success, inclusion of Minnesota Ave intersection in data, and signage at LPIs. Wes Philips reviewed the curb extensions and ADA project planned for this summer. The group discussed LPI impacts for those with visual impairments, specifically ensuring there is adequate time for pedestrians to cross even after cars are able to begin moving. Signage was discussed further. Wes Philips mentioned that a 3-lane pilot project would not be able to happen this year due to the construction of the bump outs and not wanting to impact the data for that pilot project. Troy Miller stated that Public Works will attend a neighborhood meeting next week and will continue to work with the neighborhood. The Board discussed education and enforcement of safe driving, methods of observation, standardization across the city and issues at one-way roads. b. Curb Extensions / Bump Outs Worksheet Maria Lancto presented the worksheet and stated that the only change from last meeting was the addition of a note for tracking approvals that may need advocacy from this Board to be included in the CIP. Richie Hutchinson asked about opportunities for curb extensions in areas without on street parking. The Board determined that the worksheet should be amended to account for other width opportunities. Board Member Jacqueline Palfy made the motion to approve with the updated language that curb extensions should not be supported where there is no on-street parking or other width opportunities. Board Member Sims seconded the motion. The motion Passed 8 to 0. c. Leading Pedestrian Intervals Worksheet Maria Lancto presented the Leading Pedestrian Interval worksheet, and added that based on earlier discussion, a note on signage should be added to the worksheet. NEW BUSINESS a. Recreation Trail Detours Clint Metz provided an overview of Parks updates specifically highlighting the 2025 Parks and Trails Projects map and the interactive website map. The Board discussed signage and notification of detours and having a website alert banner. Clint Metz discussed construction season limitations necessarily impacting the trail during the summer season. There was discussion on Parks policy on detours. The Board requested a worksheet or checklist for determining if a detour is required. Fletcher Lacock clarified that in the instance of the trail detour near Western and 57th, the Bike Committee recommended no detour and Parks followed their wishes. Moving forward the Board supports a more standardized process for determination of detours. b. Street Mural Preliminary Proposal Maren Engel, Arts Coordinator, introduced Kadyn Wittman with the Downtown Neighborhood Association. Kadyn Wittman provided an overview of their proposed street mural at 12th Street and Main Avenue. They want to do right by all stakeholders and are therefore working to be compliant with ADA regulations, utilize a graphic design approach, leave the crosswalks free to design, and use appropriate material. They are requesting feedback from the Board as they prepare their RFP. The Board was appreciative of their thoughtful approach. They recommended keeping the design 36 inches from the crosswalks. They also discussed regulations vs best practices and advantages of various materials. c. Project Updates Due to time constraints, no project updates were provided. d. Subcommittee Updates a. PATH b.
