CALL TO ORDER AND DETERMINATION OF QUORUM APPROVAL OF THE AGENDA Board Member Jacqueline Palfy made the motion to approve with the addition of Trail Detour Discussion as an item under Old Business. Board Member Holmquest seconded the motion. The motion Passed 5 to 0. APPROVAL OF MINUTES Board Member Bradley Hartmann made the motion to approve with amendment to Old Business item B to attribute the comment regarding curb extensions in areas without on street parking to Bradley Hartmann rather than Richie Hutchinson. Board Member Palfy seconded the motion. The motion Passed 5 to 0. Wanted to speak regarding crossing issues at Hayward Elementary and traffic calming. Troy Miller, Engineering, spoke to the agenda item regarding an RRFB proposed on Valley View. Discussion followed. OLD BUSINESS a. Leading Pedestrian Intervals Lacock presented – There was confusion about the wording of the amendment to the worksheet. Discussion followed. Board Member Jacqueline Palfy made the motion to defer the review item to the next meeting of the Active Transportation Board. Vice Chair Philips seconded the motion. The motion Passed 5 to 0. B. Trail Detour Discussion Palfy asked questions regarding how Parks and Recreation determines when construction happens, how detours are determined and requested that a flowchart be provided. Discussion followed. Clint Metz, District Park Supervisor, spoke regarding the new future trail construction map and current trail detour map as well as construction planning processes. Discussion followed regarding ADA requirements, decision making, and overall processes. Pickard spoke regarding the trail as transportation network versus recreational. Palfy requested that unresolved items stay on the agenda as Old Business. NEW BUSINESS a. Bike and Pedestrian Goals Lacock presented on the Bike Plan action items and highlighted the engagement at the Bicycle Expo. Holmquest and Pickard asked about public education opportunities, youth programming, and further education and enforcement with out-of-class e- bikes. Discussion followed. b. Approved Crossing Treatments Worksheets a. RRFB at 33rd and 3rd b. RRFB at 69th and Southeastern c. RRFB at 26th and 6th d. RRFB at 33rd and Carter  e. RRFB at Valley View at Hayward Elementary f. RRFB at 38th and 4th g. RRFB at Windsor and Marion Lacock reviewed the approved worksheets for RRFB highlighting that most of the locations were replacing existing signage. Further discussion of item e. included moving the RRFB location at Hayward Elementary to the southern crossing. Troy Miller stated that the approved application would be amended. Discussion followed regarding pilot projects and temporary traffic calming measures to be considered when funds are not available for immediate installation of RRFB’s or bump-outs. c. Crossing Treatment for Benson and Louise Lacock presented staff’s recommendation to install a marked crosswalk on the east side of the intersection. Discussion followed regarding timing of intersection signalization, purpose of request to access gas station on north side of intersection, and reason for not having a marked crossing on the south side because of existing stop signs. Board Member Jacqueline Palfy made the motion to approve a marked cross walk on the east crossing. Board Member Hartmann seconded the motion. The motion Passed 5 to 0.
