CALL TO ORDER AND DETERMINATION OF QUORUM APPROVAL OF THE AGENDA Board Member Sims made the motion to approve the Agenda. Board Member Hartman seconded the motion. The motion Passed 5 to 0. APPROVAL OF MINUTES Board Member Holmquest made the motion to approve with an amendment to include the date in the minutes when being presented to the board. Board Member Sims seconded the motion. The motion Passed 5 to 0. PUBLIC COMMENT Scott Ehrisman- commented on bicycle pedestrian safety and the need to educate drivers. He also spoke about design standards and safety of streets for bicyclist. Parks Trail Detour Troy Miedema presented on the Parks procedures for trail detours. He explained who was engaged in determining the safety and efficiency of detour locations. Board Member Palfy asked a question about determination of a street being too dangerous. Miedema explained that different criteria are used to determine if a street is safe including location of sidewalk, speed and traffic volumes. Discussion followed. Board Member Sims asked about pedestrian safety concerns and how pedestrian considerations are included in the length of detours including signage. Miedema spoke regarding pedestrian considerations. Lacock clarified that signage is placed to ensure trail users get on a detour before encountering a closed trail. For public comment, Scott Ehrisman spoke to the trail as being a commuting corridor and the potential for lighting and opening the trail for all-day use. Ehrisman also spoke to construction detours and timing of projects across multiple jurisdictions. b. Bike and Pedestrian Goals Lacock presented the goals and action items from the Bicycle Plan and Pedestrian Plan. Board Member Palfy asked about safety education and driver education possibilites. Discussion followed including the possibility of combining advocacy and education. The board decided that they would like to see the list of goals quaterly for review. Board Member Holmquest moved to approve to add the goal review as a quaterly agenda item. Board Member Palfy seconded the motion. The motion Passed 5 to 0. NEW BUSINESS a. Metropolitan Transportation Plan update Shannon Ausen presented the Metropolitan Transportation Plan draft. Discussion followed regarding where the board has the opportunity to provide input. b. ADA Transportation Plan Annual Report Wes Philips presented the 2024 statistics including sidewalks constructed and improved curb ramps. Board Member Sims commended the city for being proactive on APS installation and tracking. Philips stated that the board had the impact of  having staff track and include APS installation as a part of the ADA Transition Plan annual reports. c. Parks Master Plan Lacock presented the slide and indicated that Parks & Recreation is still taking input online and that updates would be sent out to the board for furutre open houses and public engagements. d. Open Streets Update Lacock and Board Member Holmquest reviewed the First Friday open street pop-up table in August. Lacock stated that the board and other city boards should continue to participate in the future for public engagement. e. Project Updates Lacock reviewed the upcoming, active and pending construction projects spreadsheet. The Board requested that controversial items be pulled for discussion in the future. f. 4th Street & Main Ave Pedestrian Crossing Concerns Heath Hoftiezer discussed an issue with a crosswalk impacting Health Department. Hoftiezer requested that the item be kept on the agenda for September. ADJOURN Meeting adjourned at 10:02 AM.
