The email was in regard to a concern at 14th Street and 2nd Avenue, the writer suggested that there should be a turn signal at the intersection as it is hard to navigate and waiting times to turn are long. OLD BUSINESS a. Project Updates Board Member Sims mentioned that she has some concerns for pedestrian safety and detours within areas that are under active construction. Lacock and Philips said that they would have an internal meeting to review compliance construction detour standards. The item will be added to the agenda in the future to revisit. b. 4th Street & Main Ave Pedestrian Crossing Concerns A request has been submitted by the City of Sioux Falls Health Department to install an RRFB at the intersection of 4th Street and Main Avenue as drivers are failing to yield to pedestrians. However, Heath Hoftiezer explained that a RRFB cannot be used at this location because of the stop signs on 4th Street. Instead, Yield to Pedestrian signs will be placed at all four corners of the intersection in hopes this will catch driver's attention and proceed with caution. It was also noted that drivers going south bound on Main Avenue are speeding down the hill. The board discussed different ideas for a long-term solution. Jaimie Roggenbauer, from the Health Department, mentioned that people have been getting bumped into by vehicles while walking across the street. She expressed concern about sight lines at intersections where stop signs are located. Due to on-street parking, drivers’ views are often obstructed, which can lead to vehicles creeping into the crosswalk to gain better visibility. After the board discussed, the Health Department mentioned that they will keep record of how many people are bumped into or nearly hit by a car in the crosswalk before and after the signs are installed. Future long-term plans will be pursued in the future if needed. NEW BUSINESS a. Education Campaign Topic Discussion Lacock mentioned that the topic of education has been raised multiple times by various boards and committees. Board Member Pickard shared his idea of targeting education towards schools, including the revival of Bike Safety Days. Board Member Meyer mentioned that in  Pedestrian Committee they discussed accidents from out of class electric bikes/scooters using sidewalks and the trail. She explained that, as part of the Pedestrian Plan, some key goals that stood out to the committee included educating drivers on pedestrian rights, specifically that pedestrians have the right of way in many traffic situations and going further to advocate for updates to City Ordinances and State Law to require drivers to stop for pedestrians, rather than to yield. Board Member Meyer also agrees with Board Member Pickard's suggestion about targeting education to children as they are a large demographic that uses active transportation to get from point A to B. Board Member Sims mentioned that ADA improvements and the ongoing sidewalk work present a good opportunity for public education, as she is frequently asked why there is so much construction on sidewalks. She also discussed the White Cane Law and noted that White Cane Day is observed annually on October 15. She suggested that the Board could participate in educational efforts tied to that campaign, alongside broader outreach on sidewalk improvements and pedestrian rights. Board Member Hartman mentioned that the discussion provided good education points, however, he wanted to start to brainstorm some ideas for how to launch and distribute the campaign. He suggested possibly including pedestrian and bike safety content in school monthly newsletters as a way to reach students and families. The Board discussed additional ways to engage with and educate the youth. Roggenbauer shared that the Health Department is currently working on the Community Health Assessment, which includes a focus on walkability. She offered to connect someone from the board with the focus group to collaborate and incorporate educational content related to pedestrian safety into that initiative. The board discussed more on the topic of education for children. Shannon Ausen mentioned that the plan is to get something together this fall and then send out in the spring. b. Creative Intersections Project: Phillips and 11th Mural Design Maren Engel presented the Creative Intersections Project, which had previously been reviewed by the Board. She explained that the project is now nearing completion, and the team is seeking approval for the final location of the art installations at selected intersections. A discussion followed regarding the placement of the artwork and how the success of the project would be evaluated. Engel mentioned that she would be collaborating with the City’s traffic team to monitor how traffic responds to the installations. The Board agreed that the artwork could replace the white stop bar, noting that the design includes a neutral background similar in appearance to a stop bar. Engel mentioned that they plan to come back to the board in the future to report on whether vehicles stop on or over the artwork before and after the art is installed.  Board Member Chrissy Meyer made the motion to approve the artwork as presented to be installed replacing the stop bars at this location. Board Member Holmquest seconded the motion. The motion Passed 7 to 0. ADJOURN
