Audit Committee Meeting

MINUTES Audit Committee Meeting Wednesday, December 13, 2023 at 3:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call To Order Present: Committee Chair David Barranco (via telecom), Committee Member Tony Goettsch, Committee Member Rich Merkouris, Committee Member Greg Neitzert, Committee Member Karla Quarve, Committee Member Eric Walser Absent: Committee Member Alex Jensen Committee Member Rich Merkouris called the meeting to order at 3 p.m. He chaired the meeting for Committee Chair David Barranco, who was present via telephone. 2. Approval of Minutes A. Thursday, October 12, 2023 A motion was made by Committee Member Neitzert and seconded by Committee Member Goettsch to approve the minutes of October 12, 2023. Voice vote to approve. 6 Yes: Barranco, Goettsch, Merkouris, Neitzert, Quarve, Walser; 0 No: (None). Motion Passed. 3. Reports and Updates A. 22-04F Vendor Setup and Maintenance Follow-up, by Ryan Lauseng, Internal Auditor Ryan Lauseng, Internal Auditor, presented the 22-04F Vendor Setup and Maintenance Follow-up report for the Pharmacy Agreement Audit (presentation attached). The committee had an opportunity to ask questions, which were answered by Lauseng. B. Update on External Audit of the City’s 2023 Financial Statements, by Joy Feige and John Hagen, Eide Bailly Brian Stavenger, Engagement Partner with Eide Bailly, was present via telephone and presented an update on the External Audit of the City's 2023 Financial  Statements (presentation attached). He was assisted by Joy Feige, Communication Partner, with Eide Bailly. The committee had an opportunity to ask questions, which were answered by Stavenger. C. Internal Audit Co-Source Firm Presentation, by Jake Taylor, CliftonLarsonAllen LLP Lauseng provided a brief update before introducing Jake Taylor, with CliftonLarsonAllen, LLP. Taylor, who was present via telephone, gave the Internal Audit Co-Source Firm presentation (presentation attached). The committee had an opportunity to ask questions, which were answered by Taylor. 4. Committee Member Remarks Committee Member Greg Neitzert suggested that a briefing from Information Technology (IT) should occur regarding audits, the use of technology, and what IT does. 5.
