MINUTES Audit Committee Meeting Thursday, April 4, 2024 at 2:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call To Order Present: Committee Chair David Barranco, Committee Member Tony Goettsch, Committee Member Greg Neitzert, Committee Member Karla Quarve, Committee Member Eric Walser Absent: Committee Member Alex Jensen, Committee Member Rich Merkouris Meeting called to order at 2 p.m. by Audit Committee Chair David Barranco. 2. Approval of Minutes A. Wednesday, December 13, 2023 A motion was made by Committee Member Neitzert and seconded by Committee Member Goettsch to approve the Wednesday, December 13, 2023 Audit Committee Meeting minutes. A motion was made by Committee Member Neitzert and seconded by Committee Member Goettsch to amend to amend the December 13, 2023 Minutes by removing “for the Pharmacy Agreement Audit” from Item 3A. Voice vote to approve the amendment. 5 Yes: Barranco, Goettsch, Neitzert, Quarve, Walser; 0 No: (None). Motion Passed. Voice vote to approve the Wednesday, December 13, 2023 Audit Committee Meeting minutes as amended. 5 Yes: Barranco, Goettsch, Neitzert, Quarve, Walser; 0 No: (None). Motion Passed. 3. Reports and Updates A. 22-02 Utility Billing Cash Handling Follow-up, Ryan Lauseng, Internal Auditor Ryan Lauseng, Internal Auditor, gave a follow up presentation on Utility Billing cash handling (presentation attached). The committee had the opportunity to ask questions, which were answered by Lauseng.  B. 22-05 Employee Reimbursements (Non-Travel) Follow-up, Ryan Lauseng, Internal Auditor Lausen gave a follow up presentation on employee reimbursements (presentation attached). Following the presentation, there was some discussion and the committee asked questions which were answered by Lauseng. C. 2024 Risk Assessment Update, Ryan Lauseng, Internal Auditor Lauseng gave a presentation on the 2024 Risk Assessment Update (presentation attached). Discussion followed the presentation and questions asked by the committee were answered by Lauseng. D. External Audit Results: City of Sioux Falls 2023 Financial Statements, Eide Bailly, LLP Stacy Nelson, local representative from Eide Bailly, and Bryan Stavenger, Engagement Partner, Eide Bailly, presented the external audit results of the City of Sioux Falls 2023 Financial Statements (presentation attached). Following the presentation, the committee asked questions that were answered by the Eide Bailly representatives. 4. Committee Member Remarks There were no Committee Member remarks. 5. Public Comment There was none. 6. Adjournment A motion was made by Committee Member Neitzert and seconded by Committee Member Walser to adjourn the meeting at 2:57 p.m. Voice vote to adjourn. 5 Yes: Barranco, Goettsch, Neitzert, Quarve, Walser; 0 No: (None).
