MINUTES Budget Hearings Wednesday, August 7, 2024, at 3:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call to Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole (arr. 4:25 p.m.), Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Council Chair Curt Soehl called the meeting to order at 3 p.m. 2. Budget Hearings A. City-wide Finance Overview Shawn Pritchett, Director of Finance, gave a city-wide financial overview. He spoke on the 1st and 2nd readings of the budget ordinance and then gave a detailed breakdown of the overall $781M 2025 budget (presentation attached to the agenda). Following the presentation, there was some discussion on the budget and the questions asked by the Council were answered by Pritchett. B. City-wide Human Resources Overview and Budget Bill O'Toole, Director of Human Resources, gave an overview of Human Resources and its $2.6M 2025 budget (presentation attached to the agenda). Following the presentation, the Council asked questions that were answered by O'Toole. C. Mayor's Budget Erica Beck, Mayor's Office Chief of Staff, presented the $1M 2025 Mayor's Office Budget (presentation attached to the agenda). D. City Council David Bixler, Budget Analyst for the City Council, presented the $1.8M City Council budget (presentation attached to the agenda).  After the presentation, questions asked by Council were answered by Bixler. Council Chair Soehl thanked Bixler for his service to the City. E. Parks and Recreation Don Kearney, Director of Parks and Recreation, presented the $45.3M 2025 Parks and Recreation budget (presentation attached to the agenda). After the presentation, the Council asked questions that were answered by Kearney. 3. Public Comment There was none. 4. Adjournment The meeting adjourned at 5:24 p.m. Jermery J. Washington, City Clerk
