MINUTES Budget Hearings Tuesday, August 13, 2024, at 3:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call to Order Council Members Present: David Barranco, Sarah Cole, Rich Merkouris, Curt Soehl, Miranda Basye, Richard L. Thomason, Ryan Spellerberg, Jennifer Sigette Council Members Absent: None Council Chair Curt Soehl called the meeting to order at 3 p.m. 2. Budget Hearings A. Public Works The Public Works budget presentation was delayed due to technical difficulties with the audio. Mark Cotter, Director of Public Works, gave an overview of $346.2M 2025 Public Works budget. He presented the budget, focus areas, and major projects for the following: $158.4M Highways and Streets Department budget, the $15.3M Storm Drainage budget, the $14.9M Power and Distribution budget, the $14M Landfill budget, the $46.8M Water budget, the $81.1M Water Reclamation budget, and the $15.7M Fleet budget (presentation attached to the agenda). Following the presentation, there was some discussion on the budget and the questions asked by the Council were answered by Cotter. B. Entertainment Tax Shawn Pritchett, Director of Finance, presented the $24.2M 2025 Entertainment Venues budget, and spoke on the focus areas and major drivers for 2025 (presentation attached to the agenda). Following the presentation, the questions that were asked by the Council were answered by Pritchett. C. Centralized Facilities Pritchett spoke briefly on Internal Service Funds prior to presenting the Centralized Facilities budget.  Soehl passed the gavel to Council Vice Chair Merkouris at this time. Merkouris passed the gavel back to Soehl at this time. Pritchett presented the $13.1M 2025 Centralized Facilities budget and spoke on the drivers for 2025 and key projects (presentation attached to the agenda). D. Public Parking Pritchett presented the $3.5M 2025 Public Parking budget and provided information on the drivers and projects for 2025 (presentation attached to the agenda). After the presentation, the Council asked questions that were answered by Pritchett. E. Innovation and Technology Pritchett presented the $6.8M 2025 Innovation and Technology budget and provided information on key focus areas and the major drivers for 2025 (presentation attached to the agenda). F. Finance Pritchett presented the $4.7M 2025 Finance budget and spoke on the key focus areas and key initiatives for 2025 (presentation attached to the agenda). Following the presentation, the Council asked questions that were answered by Pritchett. 3. Public Comment There was none. 4. Adjournment The meeting was adjourned at 5:23 p.m. Jermery J.
