Budget Hearings
Tuesday, August 20, 2024, at 3:00 PM

1. Call to Order
Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich
Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason
Council Members Absent: None
Council Chair Curt Soehl called the meeting to order at 3 p.m.
2. Budget Hearings
A. City Attorney's Office
Dave Pfeifle, City Attorney, presented the $3M City Attorney's Office 2025 budget
(presentation attached to agenda). He also commented on an additional attorney
imbedded in the Finance Department and benefits.
After the presentation, there was a discussion on the addititional attorney for the
Finance Department.
B. Communications
Allie Hartzler, Communications and Culture Officer, presented the $3.3M
Communications Department 2025 budget (presentation attached to agenda). She
also spoke on some focus areas and key impact areas.
Following the presentation, questions asked by Council were answered by Hartzler.
C. Police Department
Jonathan Thum, Police Chief, presented the $57M Police Department 2025 budget
(presentation attached to agenda). He spoke on key focus areas, major drivers, and
2025 key projects.
After the presentation, the Council asked questions that were answered by Thum.
D. Fire Department
Matt McAreavey, Fire Chief, gave an overview of the $43.9M Fire Department
budget (presentation attached to agenda). He gave details on the key focus areas
and key drivers for 2025.
Following his presentation, Council asked questions that were answered by
McAreavey.
E. Health Department
Joe Kippley, Public Health Director, gave an overview of the $19.6M Health
Department 2025 budget (presentation attached to agenda). He gave a breakdown
of the budget by department programs, spoke on 2025 key items and key drivers.
Following the presentation, there was some discusison on mosquitos and Kippley
answered questions that were asked by the Council.
F. Planning and Development Services
Jeff Eckhoff, Director of Planning and Development Services, presented the $16.1M
Planning and Development Services Department 2025 budget (presentation
attached to the agenda). He also spoke on the employees and departments, key
focus areas, and major drivers.
After his presentation, he answered questions asked by the Council.
G. Housing
Logan Penfield, Housing Development Manager, presented the $12.5M Housing
Department 2025 budget (presentation attached to agenda), and gave an overview
of the 2025 focus areas, major drivers, and key projects.
After the presentation, there was some discussion on strategic land acquisition. The
Council also asked additional questions there were answered Penfield.
H. Transit
Eckhoff presented the $15.7M Transit 2025 budget (presentation attached to the
agenda). He included the 2025 key focus areas and major drivers.
After the presentation, Eckhoff answered questions that were asked by the Council.
3. Public Comment
Sierra Broussard spoke on the comparison of locations where police officers live
and do not live.
4. Adjournment
The meeting was adjourned at 5:21 p.m.
