MINUTES Tuesday, August 6, 2013 CIP - Budget Hearings 3:00 PM Sioux Falls City Council Carnegie Town Hall 235 West 10th Street Members Present: Council Member Sue Aguilar, Council Member Kenny Anderson Jr., Council Member James Entenman, Council Member Michelle Erpenbach, Council Member Greg Jamison, Council Member Dean Karsky, and Council Member Rex Rolfing Members Absent: Council Member Kermit L. Staggers and Mayor Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst. CALL TO ORDER Council Chair Jim Entenman called the meeting to order at 3:00 p.m. Entenman stated there are City Council Working Sessions scheduled from 3:00 p.m. to 6:00 p.m for the following dates: Thursday, August 15, 2013 and Wednesday, August 28, 2013. The Working Sessions will be held in the Multi-Purpose Room at the Carnegie Town Hall, 235 W. 10th Street. Entenman also reminded the Council that the next CIP/Budget Hearing will occur on Tuesday, August 13, 2013 and the following budgets will be reviewed: the Parks and Recreation Department, the Great Plains Zoo and Delbridge Museum, The Washington Pavilion of Arts and Science, and the Public Works Department. BUDGET HEARINGS A. Finance Tracy Turbak, Director of Finance, gave an overview of the 2014 Budget for the Finance Department. Discussion followed. B. Human Resources Bill O'Toole, Director of Human Resources, gave an overview of the 2014 Budget for the Human Resources Department. Discussion followed. 4:15 p.m. Council Member Kenny Anderson Jr. left the meeting at this time. C. Information Technology Sue Quanbeck Etten, Director of Central Services, gave an overview of the  2014 Budget for Technology and Facilities. Discussion followed. 4:33 p.m. Council Chair Entenman called for a ten minute recess. 4:45 p.m. The meeting resumed at this time. D. Police Doug Barthel, Chief of Police, gave an overview of the 2014 Budget for the Police Department. Discussion followed. E. Planning and Building Services Mike Cooper, Director of Planning and Building Services, gave an overview of the 2014 Budget for the Planning and Building Services Department. Discussion followed. 5:20 p.m. Council Member Kenny Anderson Jr. returned to the meeting at this time. F. Transit Mike Cooper, Director of Planning and Building Services, gave an overview of the 2014 Budget for Transit. Discussion followed. Entenman requested that this topic is added to a future Working Session for the City Council.
