MINUTES Tuesday, August 5, 2014 CIP - Budget Hearings 3:00 PM Sioux Falls City Council Carnegie Town Hall 235 West 10th Street Members Present: Council Member Kenny Anderson Jr., Council Member Christine M. Erickson, Council Member Michelle Erpenbach, Council Member Greg Jamison, Council Member Dean Karsky, Council Member Rick Kiley, Council Member Rex Rolfing Members Absent: Council Member Kermit L. Staggers and Mayor Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager CALL TO ORDER Council Chair Dean Karsky called the meeting to order at 3:00 p.m. Karsky reminded the Council that the next CIP/Budget Hearing will occur on Tuesday, August 12, 2014, at 3:00 p.m. at the Carnegie Town Hall. Councilor Kermit L. Staggers arrived at the meeting at 3:05 p.m. BUDGET HEARINGS A. Finance Tracy Turbak, Director of Finance, gave an overview of the 2015 budget for the Finance Department and made introductory comments on the overall budget process. Turbak thanked the Finance team for their work on the budget. In addition, he thanked the City Council staff. Turbak reviewed the budget hearing schedule for the remainder of the month. All meetings are held in the Carnegie Town Hall.  August 12, 2014 at 3:00 p.m.: Transit, Urban Management, Library, and Parks  August 19, 2014 at 3:00 p.m.: Health, Public Works, Community Development, and Public Parking  August 26, 2014 at 5:30 p.m.: Joint Library, Metro, and Museum B. Human Resources  Bill O'Toole, Director of Human Resources, presented the 2015 budget for Human Resources. C. Information Technology D. Facilities Management E. Multimedia Sue Quanbeck Etten, Director of Central Services, presented the 2015 budgets for Information Technology, Facilities Management, and Multimedia. Discussion followed at this time on the presentations given by Directors Turbak, O’Toole, and Quanbeck Etten. F. Police Doug Barthel, Police Chief, gave an overview of the 2015 budget for the Police Department. Discussion followed. Council Chair Karsky called for a nine-minute recess at 5:01 p.m. The meeting resumed at 5:10 p.m. G. Fire Rescue Jim Sideras, Sioux Falls Fire Rescue Chief, presented the 2015 budget for Sioux Falls Fire Rescue. Discussion followed. H. Washington Pavilion I. SMG Turbak presented the 2015 budgets for the Washington Pavilion and SMG. Terry Torkildson, General Manager for SMG, addressed questions regarding SMG. Larry Toll, Co-President of the Washington Pavilion, responded to questions regarding the Washington Pavilion. Discussion followed.
