Members Present: Council Member Michelle Erpenbach, Council Member Greg Jamison,
Council Member Dean Karsky, Council Member Rick Kiley, Council Member Rex Rolfing
Members Absent: Council Member Kenny Anderson Jr., Council Member Christine Erickson,
Council Member Kermit L. Staggers, Mayor Mike T. Huether
Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Dave Bixler, Budget Analyst;
Rich Oksol, Internal Audit Manager; and Jim David, Legislative/Operations Manager
CALL TO ORDER
Council Chair Dean Karsky called the meeting to order at 3:00 p.m.
1. BUDGET HEARINGS
A. Transit
Mike Cooper, Director of Planning and Building Services; Tracy Turbak,
Finance Director; and Sam Trebilcock, Transportation Planner, gave an overview
of the 2015 budget for the Transit System.
Council Member Kenny Anderson Jr. arrived at the meeting at 3:19 p.m.
2. EXECUTIVE SESSION
A. Proposed Executive Session to consult with legal counsel about proposed or
pending litigation or contractual matters pursuant to SDCL 1-25-2(3).
A motion was made by Council Member Michelle Erpenbach and seconded by
Council Member Rick Kiley to go into Executive Session at 4:07 p.m. to consult
with legal counsel about proposed or pending litigation or contractual matters
pursuant to SDCL 1-25-2(3).
A voice vote was taken and all members present voted yes. Motion Passed.
A motion was made by Council Member Michelle Erpenbach and seconded by
Council Member Greg Jamison to go out of Executive Session at 4:44 p.m.
A voice vote was taken and all members voted yes. Motion Passed.
Council Member Christine Erickson arrived at the meeting at 4:48 p.m.
The meeting reconvened at 4:48 p.m.
3. BUDGET HEARINGS (cont.)
A. Urban Planning
Mike Cooper, Director of Planning and Building Services, gave an overview of
the 2015 budget for Urban Planning. Cooper thanked the Finance team for their
work on the budget.
B. Library
Mary Johns, Director of Siouxland Libraries, gave an overview of the 2015
budget for the Library system. Johns thanked the Finance team for their work on
the budget.
C. Parks and Recreation
Don Kearney, Director of Parks and Recreation, gave an overview of the 2015
budget for the Parks and Recreation Department.
D. Zoo
Elizabeth Whealy, President and CEO of the Great Plains Zoo and Delbridge
Museum, gave an overview of the 2015 budget for the Great Plains Zoo.
Adjournment
Council Chair Dean Karsky adjourned the Budget Hearing at 5:55 p.m.
