CIP – Budget Hearings 3 PM at Carnegie Town Hall

Members Present: Council Member Kenny Anderson Jr., Council Member Christine M.
Erickson, Council Member Michelle Erpenbach, Council Member Greg Jamison, Council
Member Dean Karsky, Council Member Rick Kiley, Council Member Rex Rolfing, and
Council Member Kermit L. Staggers
Members Absent: Mayor Mike T. Huether
Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager;
and Dave Bixler, Budget Analyst
CALL TO ORDER
Council Chair Kenny Anderson Jr. called the meeting to order at 3 p.m.
BUDGET HEARINGS
A. Finance - Budget Overview
Tracy Turbak, Director of Finance, thanked the Finance team for their work on
the budget. In addition, he thanked the City Council’s Budget Analyst, Dave
Bixler.
Turbak made introductory comments on the overall budget process and reviewed
the budget hearing schedule for the remainder of the month. All meetings will
be held in the Council Chambers at the Carnegie Town Hall.
August 11, 2015, at 3 p.m.: Transit, Urban Management, Library, and
Parks
August 18, 2015, at 3 p.m.: Health, Public Works, Community
Development, and Public Parking
August 25, 2015, at 5:30 p.m.: Joint Library, Metro Communications,
and Siouxland Museum
Turbak gave an overview of the 2016 budget for the Finance Department.

B. Human Resources - Personnel Overview
Bill O'Toole, Director of Human Resources, thanked Angie Uthe, Compensation
and Benefits Manager, and the Finance team for their assistance during the
preparation of this budget.
O'Toole presented the 2016 budget for Human Resources. Discussion followed.
C. Central Services
Sue Quanbeck Etten, Director of Central Services, presented the 2016 budget for
Central Services. Discussion followed.
D. Police
Chief Doug Barthel, Police Department, thanked Ann Boden, Finance Business
Analyst; Betsy Odden, Police Administrative Assistant; and Matt Burns,
Assistant Police Chief, for their assistance with this budget.
Barthel gave an overview of the 2016 budget for the Police Department.

E. Fire Rescue
Chief Jim Sideras, Sioux Falls Fire Rescue, presented the 2016 budget for Sioux
Falls Fire Rescue. Discussion followed.
F. Entertainment Tax Fund
Turbak presented the 2016 budgets for the Entertainment Tax Fund including the
Washington Pavilion and Denny Sanford Premier Center/Arena/Convention
Center. Larry Toll, Co-President of the Washington Pavilion, responded to
questions regarding the Washington Pavilion. Terry Torkildson, General
Manager of the Denny Sanford Premier Center/Arena/Convention Center,
addressed questions regarding his facilities.
