MINUTES Tuesday, August 15, 2017 CIP - Budget Hearings 3 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach (arr. 3:04 p.m.), Rick Kiley, Greg Neitzert (arr. 3:05 p.m.), Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call to Order Council Chair Rick Kiley called the meeting to order at 3 p.m. 2. Approval of Minutes A. Budget Hearing of Tuesday, August 8, 2017, at 3 p.m. A motion was made by Christine M. Erickson and seconded by Rex Rolfing to approve the minutes. A voice vote was taken and all members present voted yes. Motion Passed. 3. Budget Hearings A. Police by Matt Burns, Police Chief Matt Burns, Police Chief, spoke about: Investing $37.4M in Police; Police Calls for Service; 2018 Operating Budget by Program; 2018 Operating Budget by Category; and the 2018 Capital Budget. Discussion followed regarding: replacement of patrol vehicles; P25 radios; a space needs analysis; OHS grant reduction; K9 dogs; rescue dogs; body cameras; the shooting range; decrease in part time employees; increases in workman’s compensation; the new Diversity Officer; the new class of Police officers and training procedures; retirement planning; and calls for service. B. Fire by Brad Goodroad, Fire Chief Brad Goodroad, Fire Chief, spoke about: Investing $29.2M in Fire Rescue; the 2018 Operating Budget by Program; the 2018 Operating Budget by Category; and the 2018 Capital Budget. Discussion followed regarding: a search and rescue canine; a space needs study; a new software program; air bags; manual chest compression machines; hands-only CPR; formula to determine the need for new fire stations; the guideline for replacing vehicles; cost of new vehicles; drop in expenses for new cadets; payment of overtime; staffing; and the training process timeline. C. Planning and Building Services by Mike Cooper, Director of Planning and Building Services Mike Cooper, Director of Planning and Building Services; spoke about: Investing $6.1M in Planning and Building Services; 2016 Code Enforcement Cases; 2018 Operating Budget by Program; 2018 Operating Budget by Category; and the 2018 Capital Budget. Discussion followed regarding: will Planning and Building Services be relocated to the new City Administration Building; inspectors; finding efficiencies; online building permits; the new inspection process; holding onto vehicles longer; cross- training inspectors; and costs. D. Transit by Sam Trebilcock, Transportation Planner Cooper began the presentation by discussing the long term challenges to making transit sustainable. Sam Trebilcock, Transportation Planner, spoke about: Investing $8.2M in Transit; 2018 Transit Use of Funds; 2018 Transit Fund Sources; the 2018 Capital Budget; The Situation is Becoming Grim; What Has Been Done to Help; What More Can Be Done in the Short-term; Not a Sustainable Plan; and Long-Terms Options. Discussion followed regarding: the Census; a sustainable plan and transit plan; replacing vehicles; a for-profit bus systems; what happens if we shut down the bus system; how many people take the bus; fares; a transit authority; capital funding a bid deal in regards to transit funding; reduced fixed route ridership; limitation on bus service; the need to invest another $1M on improvements; what the State obligation is for public transit; route expansion; what are we doing to increase ridership; looking into mobile ticket; changes left to be implemented from the task force; increase various funds; haven't looked beyond 2026; the Paratransit dispatch system; school's providing bus services; the grid system; and difficult issues to resolve. 4. Adjournment Council Chair Rick Kiley said next week at 5 p.m. is the Joint Budget Hearings with Minnehaha County and that the Informational Meeting and Joint City Council/Lincoln County Commission meetings have been cancelled.
