1. Call to Order
Council Chair Rick Kiley called the Budget Hearing to order at 3 p.m.
2. Approval of Minutes
A. Budget Hearing of Tuesday, August 1, 2017, at 2 p.m.
A motion was made by Rex Rolfing and seconded by Christine M. Erickson to
approve the minutes. A voice vote was taken and all members present voted yes.
Motion Passed.
3. Budget Hearings
A. Entertainment Tax by Tracy Turbak, Director of Finance
Tracy Turbak, Director of Finance, provided an overview of the Entertainment
Tax and the recommended 2018 budget. Discussion about the Sioux Falls
Stadium, transferring budget items in or out of the General Fund, the future for
those who lease the Sioux Falls Stadium facilities, where the siding settlement
money (from the Denny Sanford Premier Event Center) was allocated, and the
operational costs for the Levitt Shell followed.
B. Public Health by Jill Franken, Director of Public Health
Jill Franken, Director of Public Health, presented Public Health statistics and the
recommended 2018 Health Department Budget. Discussion about the number of
mental health professionals on staff, the increase in opioid usage, the number of
available staff in comparison to the increase in mental health and addiction related
patients, the fines on the EMS System, Community Health and Wellness, the
mosquito spraying program in Sioux Falls, and ongoing staff development in the
Health Department followed.
C. Parks and Recreation by Don Kearney, Director of Parks and Recreation
Don Kearney, Director of Parks and Recreation, provided an overview of the
department and the 2018 recommended budget. Discussion about the playground
reconstruction programs, what programs are going to be changed under the
Operational Budget, the roles of the Parks programs and their value vs. benefits,
the policy regarding mowing the parks, analyzing existing operations
regarding usage at the outdoor ice rinks, funds charged for swim meets at the
Midco Aquatic Center, proposals for City-operated Golf Course Operations, the
future use of the Sioux Falls Stadium (Canaries), and bids from national golf
course organizations received for managing local, available golf courses followed.
D. Public Works by Mark Cotter, Director of Public Works
Mark Cotter, Director of Public Works, discussed the functions of this department
and the recommended 2018 budget. Discussion followed regarding recycling
electronic items (and the rates), the sump pump collection system reimbursements
to developers, reducing machine rentals for snow removal, the movement of
Rotary Park in 2018, driver feedback signs on Cliff Avenue, expanding use of
speed limit signs, and street repair.
E. City Council Travel Budget by Dave Bixler, Budget Analyst
David Bixler, Budget Analyst, discussed the budget for the Internal Auditors
office, the City Clerk’s Office and the City Council’s office. Budget trends, 2017
variable expenses, and the variables factored into the analysis were reviewed.
The Council discussed reducing travel expenses by limiting or consolidating the
out of state travel for City Council Members in 2017.
After discussion, the consensus is that the Operations Manager and Budget
Analyst positions will alternate years in attending the annual National League of
Cities conference in the future. One City Council Member will also attend each
year.
City Council travel that occurs within the state will not be limited.
F. 2017 Prevention Services Budget by Council Vice Chair Christine M. Erickson
Council Vice Chair Christine M. Erickson reviewed a document that provided an
update of a one year Pilot Project Proposal. This proposal entails collaboration
between the City, County and the School District in reference to providing
prevention and early intervention services.
4. Adjournment
Council Chair Rick Kiley adjourned the Budget Hearing at 5:50 p.m.
