Members Present: Christine M. Erickson, Michelle Erpenbach (arr. 4:06 p.m.), Rick Kiley,

1. Call to Order
Council Chair Rick Kiley called the Budget Hearing to order at 2 p.m.
2. Budget Hearings
A. Finance – Budget Overview by Tracy Turbak, Director of Finance
Tracy Turbak, Director of Finance, provided an overview of the forthcoming
budget meetings, the Sioux Falls economy, and the 2018 budget. Discussion about
property tax revenues, core City services, reserves, and utility fund expenditures
followed.
B. Human Resources – Personnel Overview by Bill O’Toole, Director of Human
Resources
Bill O'Toole, Director of Human Resources, presented City personnel statistics
and the 2018 recommended Personnel Services budget. Discussion about
employee trends, workforce diversity, the compensation and benefits study, and
the number of personnel in Highways & Streets and Culture & Recreation
followed.
C. Central Services Overview by Sue Quanbeck Etten, Director of Central Services
Sue Quanbeck Etten, Director of Central Services, discussed the functions of the
department, technology projects, the Administration Building operations budget,
and the Central Services Capital Program. Discussion about payroll periods,
EnerGov availability, the Fire Record Management System, Public Safety
Computer Aided Dispatch, Admin Building operations budget, Public Safety
Video System replacement, and open data followed.
D. Community Development – Affordable Housing by Daren Ketcham, Director of
Community Development and Les Kinstad, Community Development Manager
Daren Ketcham, Director of Community Development, provided an introduction
to the three Community Development presentations. Les Kinstad, Affordable
Housing Manager, presented a summary of 2018 projects and funding sources.
Discussion about large multi-housing projects and affordable housing loans
followed.
E. Community Development – Economic Development by Brent O’Neil, Economic
Development Manager
Brent O'Neil, Economic Development Manager, provided a summary of Economic
Development projects, tasks, and opportunities as well as an overview of the 2018
operating budget by category. Discussion about personnel & direct operating
expenses, contracted services, and the Core Facade Revitalization program
followed.
F. Community Development – Public Parking by Matt Nelson, Public Parking
Facility Manager
Matt Nelson, Public Parking Facility Manager, summarized the public parking
program and planned 2018 maintenance activities as well as budgeted cash flow.
Nelson indicated that the new parking ramp is not reflected in the 2018 budget; it
will be presented in September, 2017. Discussion about revenue sources (leases,
meters, fines) and the new parking ramp followed.
3. Adjournment
Council Chair Rick Kiley reminded the Council of next week's Budget Hearings and
indicated there may be an additional item on the agenda regarding the City Council
Budget.
Council Member Michelle Erpenbach requested that future budget presentations include
page number references to the 2018 recommended budget.
Council Chair Rick Kiley adjourned the Budget Hearing at 4:21 p.m.
