MINUTES Budget Hearings Wednesday, August 6, 2025, at 3:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call to Order Council Members Present: David Barranco, Sarah Cole, Rich Merkouris, Curt Soehl, Miranda Basye, Richard L. Thomason, Ryan Spellerberg (arr. 3:50 p.m.) Council Members Absent: Jennifer Sigette Meeting called to order at 3 p.m. by Council Chair Rich Merkouris. 2. Budget Hearings A. Finance Overview Shawn Pritchett, Director of Finance, recognized Tom Huber, Assistant Director of Finance, and Angie Uthe, Assistant Director Human Resources, and thanked them for their service. Pritchett presented a financial overview, and breakdown of the 2026 budget (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Pritchett and Tim Konda, Budget Officer. B. Human Resources (HR) Overview Bill O'Toole, Director of Human Resources, recognized and thanked Angie Uthe for her service. O'Toole gave an overview of the 2026 Human Resources budget (presentation attached to the agenda under Item 2A). Following the presentation, questions asked by the Council were answered by O'Toole. C. General Government Departments Overview Pritchett presented an overview of the 2026 budget broken down by department (presentation attached to the agenda under Item 2A). Following the presentation, questions asked by the Council were answered by Pritchett and Konda. 3. Public Comment  There was none. 4. Adjournment The meeting was adjourned at 5:07 p.m. Jermery J.
